The Federal Government of Somalia National Economic Council (NEC) REQUEST FOR EXPRESSIONS OF INTEREST -REOI COUNTRY: Federal Government of Somalia -FGS NAME OF PROJECT: Somali Integrated Statistics and Economic Planning Capacity Building Project -SISEPCBP PROJECT ID : P171160 Grant No.: IDA-E4050 Assignment Title: Consultancy Firm for Study Domestic Production and Industrial Growth Reference No.: SO-NEC-528759-CS-CQS Place of assignment: Mogadishu, Somalia The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.
The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results.
Specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
The purpose of this national study is to produce a comprehensive, evidence-based assessment of Somalia’s industrial readiness and potential by examining existing productive capacities, evaluating systemic barriers to industrialization, estimating the economic impacts of expanding domestic production, and generating actionable, prioritized recommendations that can directly inform future national industrial policy.The detailed Terms of Reference -ToR for the assignment can be found at the following website: http://nec.gov.so and https://sisepcbp.nbs.gov.so/jobs-tenders/or can be provided upon submission of application in person or by e-mail.

The e-mail address is provided below. The National Economic Council now invites eligible firms to indicate their interest in providing the Services.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows: Core business of the firm and years in business.
Specific experience in successfully implementing similar assignments (At least 7 years’ Experience in conducting studies in fields such as industrial economics, public policy analysis, or macroeconomic research operating in the East Africa region, preferably in Somalia or with Somali government institutions or development partners.
The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. Experience of relevant services in an environment similar to that of Somalia; and The technical and managerial organization of the firm. (Provide only the structure of the organization.
Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
