The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results.
Specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
Currently, post-disaster needs assessments in Somalia are conducted on a fragmented basis, often driven by humanitarian imperatives and external partners, with limited linkage to national budgetary processes and medium-term development planning.

The absence of a nationally endorsed Rapid-Post Disaster Needs Assessment (RPDNA) framework has resulted in inconsistencies in assessment methodologies, delays in recovery planning, and challenges in mobilizing and coordinating financing.
The development of an RPDNA Implementation and Financing Framework under SISEPCB will address these challenges by institutionalizing a harmonized approach that aligns international good practice with Somalia’s federal governance structure, institutional capacity, and data environment..The detailed Terms of Reference -ToR for the assignment can be found at the following website: https://mop.gov.so/jobs/ and https://sisepcbp.nbs.gov.so/jobs-tenders/or can be provided upon submission of application in person or by e-mail.

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows: Core business of the firm and years in business.
Experience of conducting similar assignments (The firm must have at least ten (10) years of proven experience in implementing similar assignments, including addressing climate shocks through post-disaster needs assessments, recovery planning, or disaster financing frameworks; providing strategic planning, policy, and institutional advisory services to government clients; working in fragile and conflict-affected contexts; expertise in economic planning, budgeting, and public finance management; and experience in developing and implementing monitoring and evaluation frameworks.
The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources . Experience of relevant services in an environment similar to that of Somalia; and The technical and managerial organization of the firm. (Provide only the structure of the organization.

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
