The Government of Malawi MINISTRY OF AGRICULTURE IRRIGATION AND WATER DEVELOPMENT DRAFT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Malawi NAME OF PROJECT: Food Systems and Resilience Program (FSRP) GRANT NO: IDA-E1840 PROJECT ID NO: P177816 ASSIGNMENT TITLE: Consulting Services for Building and Strengthening Producer Organisations in the Northern and Central Region REFERENCE NO: MW-MOAIWD-218917-CS-QCBS DATE OF ISSUE: 28th November, 2025 The Government of the Republic of Malawi has received financing in the amount of US$250 Million equivalent from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems and Resilience Program (FSRP) and it intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Consulting Services for Building and Strengthening of Productive Alliances (POs) in the Northern and Central Region The detailed Terms of Reference (TORs) for the assignment can be found at the following website: www.agcom.gov.mw/downloads/tenders or can be obtained upon request at the address given below.

The Ministry of Agriculture Irrigation and Water Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Core business of the firm(s) and years in business 2.

Relevant similar experience which specifically include the following below: Capacity building Working with Farmer Organizations; Cooperative strengthening Multi-Sectoral Collaboration NOTE: Information to be provided should include name of assignment, name and full contract address of the clients, contract value (equivalent to USD), and period (dates) of execution of the assignment and role played in the assignment (lead or JV Partner).

3. Technical and managerial capability of the firm ((Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage. NOTE: The proposed names of key staff for this assignment shall be specific for this assignment ONLY.

As such they shall NOT be proposed for same assignment in other regions of the country. 4. Demonstration of experience of work in similar conditions in developing countries.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical and managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the lead firm or JV. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

Firms that will submit their EOI via email must get confirmation of the receipt of their documents.
