REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – SELECTION OF INDIVIDUAL CONSULTANTS) Republic of Uzbekistan Uzbekistan Digital Inclusion Project Credit No.: 7425-UZ Assignment Title: Legislative drafter Reference No.: UZ-DIP-535400-CS-INDV “Administration of Technology Park of software and IТ” LLC has received financing from the International Development Association (IDA) for Uzbekistan Digital Inclusion Project and intends to apply part of the proceeds for individual consultancy services of a Legislative drafter under this Project. The consulting services aim to support the development of the legal and institutional framework necessary to establish and operate an International Financial Centre (IFC) in Uzbekistan as an independent English common law jurisdiction for civil and commercial matters, while fully applying Uzbekistan’s legal framework. The objective of the assignment is to prepare a complete draft law establishing the IFC of Uzbekistan, including its governance structure, regulatory framework, and independent court system, in line with international best practices and successful international financial centres. The consulting services (“the Services”) include, but are not limited to:
- Conducting a comprehensive comparative legal analysis of leading international financial centres, including AIFC, DIFC, ADGM, and QFC;
- Preparing a complete draft law establishing and regulating the International Financial Centre of Uzbekistan;
- Defining the applicable law framework, governance and institutional arrangements, financial services regulation, public law application, and the IFC court system;
The consulting services are expected to be carried out over a period of approximately3 months. Interested consultants may obtain the detailed Terms of Reference by submitting a written request to the following email address udip@it-park.uz. “Administration of Technology Park of software and IТ” LLC now invites eligible individuals (‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information (curriculum vitae and references in the English language) demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:
- At least a bachelor's degree in law or jurisprudence or a relevant field. A post graduate qualification in a discipline relevant to law, governance, or international development is highly desirable;
- At least 15 years of experience in international law, digital regulation, and/or the development of special legal regimes;
- Experience in the development or analysis of special legal regimes, minimum 3 projects (special economic zones, regulatory sandboxes, etc.);
- Native English. Russian language is a plus.
The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility. Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants set out in the World Bank’s “Procurement Regulations for IPF Borrowers,” fifth edition, September 2023.
