TERMS OF REFERENCE CONSULTANCY FOR THE PREPARATION OF AN ANALYTICAL REPORT ON THE OLDER POPULATION IN OECS DATA FOR DECISION MAKING (DDM) PROJECT BENEFICIARY COUNTRIES ABOUT THE OECS The Organisation of Eastern Caribbean States (OECS) is an International Inter-governmental Organisation dedicated to regional integration in the Eastern Caribbean.

Its vision for 2020-2024 is "A better quality of life for the people of the OECS". Its mission is: "To drive and support sustainable development through regional integration, collective action and development cooperation". The OECS came into being on June 18th, 1981, when seven Eastern Caribbean countries signed a treaty agreeing to cooperate and promote unity and solidarity among the Members.

The Treaty became known as the Treaty of Basseterre, named in honour of the capital city of St. Kitts and Nevis where it was signed. PROJECT BACKGROUND The Organization of Eastern Caribbean States is implementing a regional statistical capacity building project, financed by the World Bank Group, with Grenada, Saint Lucia, and Saint Vincent and the Grenadines (Participating Countries).

The OECS Data for Decision Making (DDM) Project (called “Project” going forth) comprises five components that will be implemented over a five-year period.

At the national level, Component 1 and Component 2 of the Project will strengthen national statistical systems through (i) statistical modernization and capacity building, and (ii) data production, analysis, and dissemination, with a focus on the population and housing census, living conditions surveys, labor market surveys, and agricultural census.

At the regional level, Component 3 of the Project will support the OECS Commission’s mandate for regional integration and the strengthening of the regional statistical system. Component 4 will support project implementation, and Component 5 will provide a contingency option for immediate surge funding in the event of a national emergency. The OECS Commission will be responsible for the implementation of Component 3.

The Project aims to improve the capacity of participating countries to produce and publicly disseminate statistical data for country and regional level analytics, which will enable greater data-driven decision making at both the national and regional levels.

INTRODUCTION Population ageing is a global phenomenon; however, this is happening faster in Latin America and the Caribbean than anywhere else in the world.

Population ageing is highlighted as one of the four mega-trends that characterise global population today and is heralded as a major achievement due to increased longevity, declines in fertility, lower mortality, improved standard of living due to overall public health programs and strategies.

However, these achievements are accompanied by unique and significant challenges and opportunities that impact the social and economic development of the small island developing states in the OECS, making them increasingly vulnerable. The UN has designated 2021-2030 as the decade of Healthy Ageing which seeks to promote robust evidenced based strategies that support the wellbeing of older people.

There is an urgent need for countries in the OECS to implement critical measures that allow them to benefit from and adapt to population ageing by implementing fiscal, social, economic and health-related measures. Ageing impacts every area of society and the economy including health care, education, employment, taxation, housing, social protection and other areas.

Despite the need to understand the trends and experiences of older people in the OECS there are no thematic or analytical reports of the older population using data from the latest rounds of Population and Housing Censuses in the OECS. Such a report is needed to provide a greater understanding of the status and situation of the older population in the OECS context.

The OECS Commission is therefore seeking expressions of interest in a consultancy to write an analytical report on population ageing, demographic dynamics and the socio-economic characteristics of older people in the OECS DDM Beneficiary Countries utilizing population and housing census data.

GOALS AND OBJECTIVES OF THE REPORT The goal of the report is to provide a body of robust statistics and indicators that will be used to enhance the quality of life of older people in the DDM Beneficiary Countries by informing fiscal, social, economic and health-related policies, programmes and measures.

Objectives To provide robust statistics on the older population to inform and monitor policies and policy making, planning, programmes and service provision to create more equitable and inclusive societies for older people.

To address current knowledge gaps and information needs about the status of older people related to their demography, economic activity, health status, access to services and other socio-economic and living conditions. To widen accessibility and availability of data and statistics on the older populations.

This Terms of Reference (TOR) outlines the scope of work, responsibilities and deliverables expected from the Consultant. The report will analyse Population and Housing Census data from the 2010 and 2020 Rounds of Census in the three (3) DDM Countries- St Lucia, Grenada and St Vincent and the Grenadines.

To achieve the objectives of the Consultancy, the topics to be analysed using Census data from 2020 and 2010 PHC will comprise the following broad domains: Brief overview of Censuses in the three countries and assessment of the quality of data on older people from the Censuses; Population change and demographic analysis: this domain should examine the size, growth and composition of the older population, and include standardised measures of ageing – for example index of ageing, dependency ratios, median age – and describe trends in these indicators over time and across countries; Social characteristics: analysis of ethnicity, religious affiliation, marital and union status and living arrangements; Migration and spatial distribution of the older population: this will examine place of birth, place of residence, lifetime, recent and international migration, urban-rural distribution of older population and other relevant indicators related to migration and geographic distribution of older people; Literacy, education and training: literacy rates of older people, levels and patterns of education attained, fields of training, educational participation of older people; Economic activity: the analysis of this domain will include labour force participation, unemployment, employment by occupation, industry, duration of working life, lifelong learning, educational attainment; Health and disability (including economic activity intersections with economic activity): This domain should include an analysis of the older population with chronic diseases/NCDs and longstanding disabilities, type of disabilities, economic activities of older people with disabilities, access to health insurance; Household headship, housing characteristics and living conditions: households headed by older people, aloneness among older population; ICT-ownership and use of ICT; Access to social protection: (gaps in) coverage of key social protection and social assistance programs, contributions of these programs to household income; Access to social amenities such as water supply, sanitation, housing quality, ownership of household assets;.

Exposure to crime of households headed by older people. For all domains the Consultant will conduct a structured and comparable analysis across the three countries. The analysis should identify key patterns, highlight cross-country similarities and differences, and document major changes over time, focusing in particular on developments between the 2010 and 2022 census rounds.

To facilitate comparisons across countries, all descriptive results and analyses should utilize harmonised indicators, definitions and classifications consistent with international statistical standards. All analyses should be disaggregated by relevant population subgroups i.e. age, sex, geographic location, urban-rural classification, and other relevant groups as appropriate.

Each domain should be described and summarised using concise narrative explanations in non-technical language, supported by tables, charts, maps that highlight the most salient patterns, trends, disparities and insights across countries and over time. The Policy relevance of each domain should also be described. Each domain should include a table of concepts and definitions and glossary of terms.

SCOPE OF SERVICES The consultant will be required to perform the following services and tasks remotely: Develop a detailed inception report that includes the approach, workplan, tabulation plan, content and structure of the report, list of indicators, and statistics to be used, methodology and timelines for the preparation of the report; Conduct research and relevant analysis to guide and inform the content of the report; Produce a complete first draft report for reviewing replication files containing scripts to replicate analysis including tables, graphs and maps; Attend and participate in meetings with the OECS Regional Data Governance Council (RDGC) Secretariat to discuss the progress of the assignment; Produce power point presentations, visuals, maps and info graphics on each domain in the report with brief salient messages for social media and dissemination activities; Produce a final report incorporating feedback and finalised for publication, and final replication files/outputs, and final modified databases.

D in Demography or Social Statistics would be an added asset; At least five (5) years of experience analysing national PHC and survey data and conducting demographic analysis; At least five (5) years writing and publishing with at least two (2) publication records (e.g.

analytical reports, assessments, methodological guidance notes, academic papers, journal articles, working papers, etc.); Fluency in both written and spoken English; Experience working in the OECS region and/or CARICOM region. REPORTING REQUIREMENTS / PROCEDURES The Consultant shall report to the Project Manager of the Data for Decision Making Project.

ENVIRONMENTAL AND SOCIAL SAFEGUARDS During implementation, the consultant will follow The World Bank Code of Conduct for engaging in activities such as workshops, consultations (https://documents.worldbank.org/en/publication/documents-reports/documentdetail/147281468337279671). The consultant will share the information to access the OECS Commission’s grievance mechanism.
