  • The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP II), and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the services”) include Design, Development and Implementation of Automation of the National Impact Based Early Warning Monitoring, Forecasting, and Dissemination System. The main objective of the assignment is to analyze, design, develop, and implement integrated and web-based automated early warning early action system. The specific objectives of systems are: Conduct requirement study and jointly define the need of the system, based on the requirement study, produce system requirement specification document; Produce design document based on the requirement study conducted; Develop a dynamic web-based automated early warning early action system; Deployment, Testing and Maintenance support of the system; Build the capacity of users and administrators as well as produce manuals and help materials.
  • The Lowlands Livelihood Resilience Project, phase Two/Federal Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services
  • The short-listing criteria are: a consulting firm should have 6 years working experience in the related field such as software development and design and Conducted 2 (two) completed web based GIS systems and 3 (three) web based database management system at national level for governmental and non-governmental organization and also, The firm shall have successfully delivered 1 (one) Web-GIS completed system that utilizes a combination of development technologies, frameworks, and tools, including Python/Django, GeoDjango Leaflet, OpenLayer, ReactJS, PostgresSQL, PostGIS, Geoserver, CSS3, HTML5, javascript, and FastAPI/RESTfulAPI.
  • And also, the shortlist criteria include Core business and years in business, qualification in the field of the assignment, technical and managerial organization of the firm. Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
  • The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016 and revised in November 2017, August 2018 and September 2023 latest edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  • Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
  • The consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS ) method set out in the Consultants Guidelines.
