GM-CPCU - MOFEA-507279-CS-IC Background: The Gambia Public Administration Modernization for Citizen Centric Service Delivery Project (PAMP), supports the Government of The Gambia's (GoTG) Recovery-Focused National Development Plan (RF-NDP) 2023-2027. This plan aims to consolidate democratic governance gains, accelerate green economic and social transformation, and build resilience to shocks and crises.

The PAMP project focuses on enhancing domestic resource mobilization, financial reporting, human resource management, and citizen engagement within the education sector. It includes an Investment Project Financing (IPF) component to provide technical assistance and capacity building, supporting the effective implementation of the RF-NDP.

Key results areas include: Enhanced Domestic Resource Mobilization and Financial Reporting: Strengthening tax administration, policy, and government financial statement reporting. Enhanced Human Resource Management: Modernizing public administration, focusing on education and health sectors, through improved wage bill control and HRM practices.

Enhanced Citizen Engagement in Education: Improving public data availability and quality for informed decision-making in the education sector.

In line with its ongoing efforts to enhance climate transparency, accountability, and the effective mobilization of resources, the Government of The Gambia, through the Directorate of Climate Finance under the Ministry of Finance and Economic Affairs (MoFEA), is proactively taking strategic steps to establish a centralized climate finance database.

A critical first step in this process will be the comprehensive mapping of climate-related projects and financial flows across the country. This mapping will lay the groundwork for the development of a centralized and integrated digital platform for climate finance data collection, consolidation, analysis, and reporting.

The database will serve as a single point of reference for all climate finance-related data in the country. The establishment of this database will enable The Gambia Government to track climate finance flows in real-time, improving the accuracy, transparency, and comprehensiveness of reporting.

It will support evidence-based decision-making, enhance resource planning and mobilization, and ensure compliance with national and international climate finance reporting requirements, including UNFCCC obligations. Objectives: The goal of this assignment is to ensure the following: Design and develop a centralized climate finance database tailored to national needs.

Consolidate climate finance data from diverse sources, including public, private, bilateral, and multilateral flows. Classify financial data by funding sources, sectors, and climate relevance. Support effective analysis of climate finance flows to guide policy and planning. Enable timely reporting to meet national and international climate finance reporting obligations.

Scope of Work The consultant will be responsible for the following tasks: Design a user-friendly, secure, and scalable climate finance database with integrated data collection modules for public budgets, donor funding, private sector contributions, and multilateral sources.

Develop protocols for data entry, validation, and integration from key stakeholders, ensuring comprehensive coverage of both historical and ongoing climate finance data. Build and test the database with functional dashboards and customizable reports, enabling real-time tracking and categorization of climate finance flows.

Provide training to Directorate staff and stakeholders on database usage and maintenance, supported by comprehensive user manuals and operational guidelines. Recommend strategies for long-term management, regular updates, and integration of the database with national monitoring and evaluation systems.

Qualifications and Experience Must have a Master’s degree in Computer Science, Information Systems, Software Engineering, Data Science, or a related field. Submit proven experience in developing web-based, secure, and scalable database systems for financial data management, climate finance, or monitoring and evaluation frameworks or work of similar nature.

Extensive experience in software development, with a strong track record of designing, developing, and operationalizing digital data management systems - preferably in climate finance, public finance management, or related fields. Experience: At least seven (7) years of relevant experience in software development.

Strong knowledge of climate finance mechanisms and reporting standards (e.g., UNFCCC, NDCs, Biennial Transparency Reports) Prior work aligned with these systems will be considered a significant advantage. Familiarity with government budgeting systems and donor funding processes. Demonstrated experience in stakeholder engagement and capacity-building. Excellent analytical, technical writing, and communication skills.

Priority shall be given to qualified local consultants with proven capacity to deliver the assignment. Submission of Expressions of Interest: The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project , now invites eligible individual consutant/team to express interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services .

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Individual Consultant Selection Method (IC ) method set out in the Consultant Guidelines.
