REQUEST OF EXPRESSIONS OF INTEREST (CONSULTING SERVICES–FIRMS SELECTION) Country: The Federal Democratic Republic of Ethiopia Name of Project: Lowlands Livelihood Resilience Project, Phase Two (LLRP II) Project ID: P180076 , IDA-75190 ET Assignment Title: - Upgrading of Existing Robust Management Information System for Lowlands Livelihood Resilience Project, Phase Two (LLRP II) The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP II), and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”) include Upgrading of Existing Robust Management Information System for Lowlands Livelihood Resilience Project, Phase Two (LLRP II) .

The main objective of the assignment is to upgrade the existing MIS that will support the stakeholders in the delivery of the project status, take advantage of best practices, and significantly improve the efficiency and effectiveness of LLRP II business processes towards fulfilling its mission.

The Robust web based Management information Systems will help LLRP II to have, single version of information to all the stakeholders from common database, Information available seamlessly and on-demand without manual intervention, Automate and Integrate LLRP II activities operational process, Real Time and end-to-end visibility of information on multiple dimensions across the organization, Management dashboards for monitoring and decision support systems, Consolidation of data and availability of MIS, Integration and sharing of data between operations and organizational entities.

The specific objectives of systems development are: conduct requirement study and prepare SRS Document, produce design document based on the requirement study conducted, upgrade web-based Management Information Systems, Deployment and implementation support and Build the capacity of users and administrators and produce manuals and help materials.

The Lowlands Livelihood Resilience Project, phase Two/Federal Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are: a consulting firm should have 8 years of similar experiences in the related field such as software development and design and Conducted 3 (three) completed web based MISs and 5 web based database systems for donor funded project, NGOS and government organization and also, the shortlist criteria include Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm.

Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016 and revised in November 2017, August 2018 and September 2023 latest edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS ) method set out in the Consultants Guidelines.
