E1270-SO Assignment Title: Consultancy Services for Assessment of the Port Sector in Somalia Ref No. SO-MPWRH-522825-CS-CQS 1. The Federal Government of Somalia has received financing from the World Bank towards the cost of the Somalia - Horn of Africa Infrastructure Integration Project (SHIIP) and intends to apply part of the proceeds for Consulting Services. 2.
The consulting services (“the Services”) include developing standard Operating Procedures (SOPs) for the Mogadishu Port in Somalia. The Consultant will undertake all the specific tasks detailed in the Terms of Reference. The assignment duration is 5 months (20 weeks), and the professional staff-months are 20. 3.
The Detailed Terms of Reference for this assignment, with the scope of the assignment, can be found on the Ministry of Public Works, Reconstruction and Housing’s website: www.mpwr.gov.so, or it can be provided upon submission of the application by e-mail to the e-mail address provided below. 4.
The Ministry of Public Works, Reconstruction and Housing of the Federal Government of Somalia (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: i.
Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in any of the following areas: (i) Strategic and Master Planning; (ii) Port Operations and Logistics Optimization; (iii) Infrastructure, Maritime and Technical Assessment; (iv) Regulatory, Safety, Environmental and Sustainability Compliance; or (v) Institutional, Governance and Stakeholder Analysis; for a period of at least fifteen (15) years.
ii.
Relevant experience: The firm shall demonstrate experience in the following areas: (i) Port master planning and layout design; (ii) Structural and marine infrastructure assessment; (iii) Port operational analysis and process improvement; (iv) Hydrographic / geotechnical / navigational studies; and experience in any two of the following areas: (i) Cargo and trade flow analysis; (ii) Commercial and financial performance analysis; (iii) Supply chain and trade flow analysis; and (iv) ESG Assessment and Green port strategy.
Additionally, the firm should demonstrate successful execution and completion of at least three (3) assignments of a similar nature and in a similar operating environment in the last ten (10) years. Details of similar assignments - Name and address of the client, scope, value, and period should be included in the Expression of interest (EOI). iii.
Technical and managerial capability of the firm: The firm(s) shall demonstrate as having the requisite technical capability, which shall entail a description of relevant personnel, equipment, software, etc, and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage. The maximum page limit for EOI, including any annexes, is 20 pages.
This limit applies for single entities as well as firms in associations. 5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, First Published July 2016 and Revised in September 2023 (5th Edition): (‘‘Procurement Regulations’’) setting forth the World Bank’s policy on conflict of interest. 6.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations. 8.
