The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Southern Africa Trade and Connectivity Project, and intends to apply part of the proceeds for Consultancy Services for preparation of ESIA, ESMP and RAP for road R696 Rapale - Mecuburi in Nampula Province. 2.

The objectives of the assignment are to prepare the Environmental and Social Impact Assessment (ESIA) including Environmental and Social Management Plan (ESMP) and to upgrade the Resettlement Action Plan (RAP) of the road R696 Rapale - Mecuburi in Nampula Province, in compliance and following Mozambican Legislation and World Bank Environmental and Social Framework. 3.

The National Roads Administration, IP (ANE, IP) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 5.

The evaluation of expressions of interest will be made on a qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified firms considering the following criteria: General experience of the firm, must be at least fifteen (15) years in the field; Description of at least five (5) specific assignments demonstrating the Consultant’s experience relevant to the proposed assignment, with contracts of similar scope for the last ten (10) years; Experience of the consulting firm working in developing countries.

Key Experts will not be evaluated at the shortlisting stage. 6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 8.

A Consultant will be selected in accordance with Consultant Qualification Selection (CQS) methods set out in the Procurement Regulations. 9.
