MWE/CONS/25-26/00020 ASSIGNMENT TITTLE: CONSULTING SERVICES FOR CONSTRUCTION SUPERVISION OF NINE RURAL GROWTH CENTRES OF BULANGE, NANGO, BUBUGO/ITANDA, KAGUMBA, KASABA, RWENTUHA, BUBANDA, KYAMPANGARA AND NYAMUSHOJWA Government of Uganda has applied for additional financing from the World Bank towards the cost of Integrated Water Management and Development Project (IWMDP-AF) and intends to apply part of the proceeds for Consulting Services for construction supervision of Nine Rural Growth Centres of Bulange, Nango, Bubugo/Itanda, Kagumba, Kasaba, Rwentuha, Bubanda, Kyampangara and Nyamushojwa.
The consulting services (“the Services”) includes supervision of construction works for the 9No. large solar powered water supply systems located in western & midwestern and eastern subregions. The implementation period of the assignment is 12 Calendar Months.

Full description
Interested consulting firms should provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the services. The shortlisting criteria include: A Minimum of 10 (ten) years of core business as a consultant in undertaking detailed designs and construction supervision of water supply and sanitation infrastructure projects.
Experience of at least 3 similar assignments in nature and scope performed in the last 10 years ( EOI should indicate the name, scope and cost of each of the contracts undertaken, client and the years when undertaken).
Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability Experience in similar conditions with at least two (2) projects in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.
Presence of appropriate skills among staff in the following specialties: Project Manager, Resident Engineer, Electromechanical Engineer, Surveyor, Clerks of Works, Social Development Specialist and Environmental, Health and Safety Specialist. ( Please do not submit CVs and bio data of experts at this stage).
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank Procurement Regulation for IPF Borrowers’ July 2016 revised September 2025. Information and clarifications can be obtained not later than three days to the date of submission at the address below during office hours (Monday to Friday, 08:30 – 17:00 hours, except on public holidays).
Expressions of interest (One original plus three copies) must be delivered in a written form, in person or email to the address below on 2nd February, 2026 at 11:00 a.m.
