(as per Procurement Plan): PREPARE-C2-01 The public investment project "Construction of a Medical and Rehabilitation Building for Patients after Organ Transplantation at the Irpin Branch of the State Non-Commercial Enterprise 'Heart Institute of the Ministry of Health of Ukraine' located at: Irpin, Vasyl Stus St., 31" (the “Project”) has been initiated by the State Non-Commercial Enterprise "Heart Institute of the Ministry of Health of Ukraine" (the “Beneficiary”, the “Heart Institute”), supported by the Ministry of Health of Ukraine (MoH), allocated by the Project Preparation Unit (“PPU”) to the Ukraine Government PPF for preparation.
The preparation of this project will be procured and funded under the World Bank supported PREPARE Ukraine operation with grant contributions provided by donors to the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), including US, UK FCDO and other URTF donor partners.
The purpose of this Assignment is to develop a comprehensive Feasibility Study for the Project according to national requirements and good international practice, and in line with the PREPARE Environmental and Social Management Framework (ESMF) and related instruments, including the Environmental and Social Commitment Plan (ESCP), Stakeholder Engagement Plan (SEP).
Full description
This Feasibility Study will provide the analytical foundation for the Project’s appraisal, approval and transition to the next phases of preparation and implementation in the Public Investment Management (PIM) cycle including detailed design, financing (public and/or private), and the development of bidding documentation (subject to further instructions).
The consultancy services (“the Services”) are described in detail in the Terms of Reference (ToR) attached. The Services shall be implemented in accordance with Ukrainian national requirements, the World Bank’s ESF, and good international practices, including the Ukrainian version of the Five Case Model as defined in particular under Regulation of the Cabinet of Ministers of Ukraine (CMU) No.
527 dated 28 February 2025 (as amended), which approved, among others, (i) the Procedure for the Preparation of Public Investment Projects and Public Investment Programs, and (ii) the Procedure for the Appraisal of Public Investment Projects and Public Investment Programs for structured project preparation and appraisal.
The assignment is expected to commence in February 2026 and be completed within approximately 6–9 months. The detailed Terms of Reference (ToR) for the assignment are attached to this REOI. The PPP Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Mandatory requirements Proven general experience in providing consulting services during last ten years related to the preparation of Feasibility Studies (FS) and/or Pre-Feasibility Studies (Pre-FS), and project preparation for comparable infrastructure projects in Ukraine, Central and Eastern Europe, Caucasus and Central Asia according to EU, IFIs or other international good practices.
Proven strong specific experience during last ten years in the preparation of Feasibility Studies and/or Pre-Feasibility Studies for projects in the healthcare sector. Demonstrated knowledge of Ukrainian legislation, particularly design norms and standards in the construction and urban planning sector, as well as Ukrainian healthcare market, during last ten years.
The information provided for each project should include at least: Project title; Role of the firm in the contract; Presence of affiliated or parent firms and their respective roles; Location/country of services, commencement date and completion of services; Duration of services; Percentage performed by the Consultant in case of joint ventures or subconsultancy; Client’s name; Objectives and brief description of the project; Performed functions and tasks.
The qualifications and experience of individual experts will not be evaluated at this stage. The Consultants may partner with other companies in the form of a joint venture or sub-consultancy for the purpose of meeting the qualification criteria. Interested Consultants should clearly indicate the structure of their association and the duties of the partners and sub-consultants in their application.
Unclear expressions of interest in terms of “in association with” and/or “in affiliation with,” etc., may not be considered for shortlisting. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023 edition), setting forth the World Bank’s policy on conflict of interest.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).
