Scope overview

The Danish Representative Office in Ramallah (DRO) will prepare a new Danish development programme in Palestine for 2027-2031. The West Bank including East Jerusalem faces ongoing social and economic challenges, including restricted movement and limited access to services. Development opportunities are influenced by complex political and security dynamics.

The Palestinians in Gaza, are facing enormous humanitarian needs, while Gaza itself has seen unprecedent destruction of infrastructure and livelihoods over the course of the last two years. However, the future setup on both civil governance and security is currently not clear.

These contexts shape the environment for Danish cooperation efforts, and to respond to the social and economic challenges, Denmark’s 2027–2031 Development Programme should adopt a whole of Palestine approach and should focus on three preliminary strategic objectives: 1) Human rights and protection; 2) Economic growth and private sector development; 3) Public services.

The preliminary strategic objectives shall align with Denmark’s overall political framework and strategic vision: “supporting a peaceful solution to the Israeli-Palestinian conflict through the realisation of a two-state solution, while also striving to promote stability in the region and improving the lives of Palestinians, who are caught in the conflict”.

In March and April 2026, the DRO and a team of consultants will prepare a comprehensive political economy context analysis, including analyses of three sectors related to the above preliminary strategic objectives, as well as a scoping analysis.

The scoping analysis includes lessons learned from existing and previous interventions as well as an assessment of the broader landscape of donor interventions and implementation channels. The context and scoping analyses will provide input and a basis for the new development programme and projects.

When they are finalised, the analyses and other essential documents will be shared with the team of consultants for this consultancy to inform the formulation of the development programme and project documents.

The objective of the consultancy services is for a team of consultants to formulate a development programme and draft up to a maximum of eight project documents in line with DANIDA guidelines and templates (link: https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) for approval and subsequent financing and implementation in the period 2027–2031, including budgets and relevant annexes.

Furthermore, and given the current and volatile context in and around Palestine, a solid framework for monitoring of results and financial management within the development programme and project documents must be secured.

Therefore, the consultancy services is also to facilitate the formulation of monitoring, adaptability and reporting systems, including governance structures, risk analysis, risk management, value for money, and functional control mechanisms to ensure an appropriate setup.

The assignment for the team of consultants will both be desk based and include a field mission for the team of consultants to the West Bank including East Jerusalem. The scope of work of the formulation assignment is linked to the following responsibilities: 1.

An inception report, based on context and scoping analysis and other relevant reports and documents, is prepared and will be discussed and validated with relevant MFA stakeholders. The inception report may include ideas for the strategic direction, the orientation and narrative of the programme, monitoring, adaptability and reporting systems and potential partners if relevant. 2.

Based on what is agreed regarding the inception report, more specific consultations and a field mission to consult with stakeholders and beneficiaries. 3. Following consultations and field visit, the programme and project documents, both including budgets, relevant annexes, and monitoring, adaptability and reporting systems are drafted in line with the DANIDA guidelines and templates. 4.

The draft programme and draft project documents are presented to relevant stakeholders and discussed in a meeting/validation workshop. 5. Based on feedback, the programme and project documents are finalised. The assignment will commence 11 May 2026 and is to be completed 10 July 2026.

Please note that it is a requirement for applicants to be registered as a company, however it is not a requirement for applicants to be registered in Palestine or Israel.
