The Government of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Project (HoAGW4RP) and intends to apply part of the proceeds towards payments under the contract for CONSULTANCY SERVICES FOR DEVELOPMENT OF A COUNTRY POSITION PAPER FOR THE SHARED AQUIFERS WITHIN THE HORN OF AFRICA REGION, (CONTRACT No.: KE-MOWI-348616-CS-QCBS) 2.
The objective of this assignment is to develop a country position paper, to serve as a blue print for use in current and future negotiation with riparian countries of aquifers for the Horn of Africa (HoA) transboundary aquifers in Kenya. 3. The duration of the assignment shall be twelve (12) months from the date of commencement. 4.

The Ministry of Water, Sanitation and Irrigation (State Department for Water and Sanitation) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a. Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the field of Water Resources Management for a period not less than ten (10) years. b.
Relevant experience: The firm shall demonstrate as having successfully executed and completed at least two (2) assignments of similar nature, complexity and in a similar operating environment in the last five (5) years. Details of similar assignments-Name and address of the client, scope, value, and period should be provided and submitted. c.
Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment in the submitted company profile(s). Please Note Key Experts’ Bio Data (CVs) will not be evaluated at this stage. 6.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition dated September 2023 (“Procurement Regulations”) setting forth the World Bank’s policy on Conflict of Interest. 7.
Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 8.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations. 9. Expression of interest must be delivered in a written form to the address below in person or by mail or by e-mail so as to be received on or before 2nd December 2025 at 1000 hours Local Time.
