OECSSK/015/2025-CS/QCBS/01 The World Bank’s Board has approved US$36 million to Grenada, Saint Lucia and the OECS Commission from the International Development Association (IDA) of the World Bank Group to finance the OECS Skills and Innovation Project (SKIP) Each participating country will receive funding in the amount of US$15 million credit while the OECS Commission will receive an IDA grant in the amount of US$6 million.
The OECS Skills and Innovation Project will provide for investments in post-secondary education to promote transversal and advanced technical skills among youth while strengthening regional cooperation in post-secondary education.
Over the next six years, the project will benefit 40,000 youth (18 to 34 years of age) who are currently enrolled or will enroll in post-secondary institutions in the OECS region, and who will benefit from regional interventions to foster collaboration in the post-secondary education space.
In addition, youth will benefit from the project’s provision of new tools to assess priority skills and support teachers, as well as 120 entrepreneurs and firms that would participate in collaborative innovation projects. The project will also foster collaborative innovation within Organization of Eastern Caribbean States (OECS) Member states.
The objective of this consultancy is to enhance or develop four post-secondary programs based upon curricula for the abovementioned priority sectors that will equip learners with the skills necessary to meet emerging labor market demands.
The curricula – based in the specialized sectors of Smart & Sustainable Tourism, Sustainable Agri-Industry and the Blue Economy – must emphasize sustainability, low-carbon technologies, and innovative business models, fostering economic growth and environmental stewardship.

The Department of Education, Innovation and Vocational Training, the Project Executing Agency, now invites interested and eligible Consulting Firms to provide an Expression of Interest demonstrating the following qualifications and experience required to perform the Services.
Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (description of similar assignments, experience in similar conditions, clients’ references etc.). Key Experts will not be evaluated at the shortlisting stage. The assignment is to be undertaken by a suitably qualified Firm.
The selected Firm is required to possess the minimum competency requirements listed hereunder.
The shortlisting criteria are: Minimum eight (8) years of experience in inclusive curriculum design and development and pedagogy or universal design for learning within higher-level or post-secondary institutions Minimum eight (8) years of experience conducting gap analyses or rapid demand and supply assessments within the tertiary education sector.
Demonstrated experience in completing at least 5 assignments in the development of Technical and Vocational Education and Training (TVET) centered programme curricula, in accordance with relevant TVET standards, at a post-secondary level.
Demonstrated experience in developing strategies, teaching and learning resources or instructional materials for instructional delivery that effectively support relevant content areas and school-to-work transition.
Demonstrated experience in completing at least 5 assignments integrating digital learning tools into curricula (higher education, preferably) and the applied use of e-learning platforms, innovative digital instructional tools and resources, online assessments, and competency-based learning methodologies.
Demonstrated experience in facilitating capacity development training and providing implementation support to higher education institutions in the implementation of developed programme curricula. Demonstrated experience in developing programme curricula relevant to the priority sectors: Smart & Sustainable Tourism , Sustainable Agri-Industry and the Blue Economy.
Proven ability to engage (coordinate and work) with national counterparts (including senior government officials at national and state level), partners, stakeholders in the public and private sectors.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower (paragraph 3.17 of the Procurement Regulations).
