(as per Procurement Plan): BW-CCARDESA-12-01-CS-LCS The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) is a subsidiary organization of the Southern African Development Community (SADC). With a mandate to coordinate agricultural research and development and contribute towards enhancing food and nutrition security and livelihoods in the region, CCARDESA was established in 2011 and started its full operations in 2013. To deliver effectively on its mandate, CCARDESA has articulated a long-term strategy (LTS) that focuses on enhancing agricultural productivity, resilience, and knowledge sharing, complemented by a mid-term operational plan (MTOP) that translates strategic objectives into implementable programmes and measurable results. Projects and programmes are aligned with these strategic frameworks and their performances are assessed based on their contribution to CCARDESA’s objectives as provided in the LTS and MTOP.. As part of the response, CCARDESA received financing from the World Bank toward the cost of the Food Systems Resilience Programme for Eastern and Southern Africa (FSRP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include training to build the capacity of CCARDESA staff to design, implement, and utilize the Balanced Scorecard as a tool for strategic performance management and organizational learning.
