Consultancy for Blue Finance Monitoring and Reporting Framework Development

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Indonesia Oceans for Prosperity Project (LAUTRA) Grant No.: TF0C0368 Consultancy Title: Preparation of Monitoring and Reporting Framework for Blue Finance Reference No.: ID-ICCTF-436389-CS-CQS The Indonesia Climate Change Trust Fund (ICCTF) - Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the Indonesia Oceans for Prosperity Project (LAUTRA) and intends to apply part of the proceeds for consulting services.

The consulting services (‘the Services”) include: The Consultant will support ICCTF Bappenas in the development of an effective and efficient monitoring and reporting framework for blue finance.

The consultants will gather relevant frameworks from national (SDG Securities Framework) and international sources (International Capital Markets Authority (ICMA) ; International Finance Corporation( IFC), UNDP, and related sources) and propose a framework consistent with these international standards for adoption by MoF and OJK when developing and categorizing blue finance instruments, such that they may hasten the achievement of blue economy financing goals and objectives while also delivering quality financial reporting to global capital markets.

This Framework will be presented to the Blue Finance Advisory Committee for review and adoption. The duration of the contract is expected to be completed within 9 months. The detailed Terms of Reference (TOR) for the assignment can be request by sending email to ulp@bappenas.go.id.

Indonesia Climate Change Trust Fund (ICCTF) - Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services i.e.

firm’s profile (including shareholder structure) and description of similar projects, name of client, type of services provided and brief description of the services, name and location of projects, period of contract (starting date and completion date), and contract value.

The Consulting Firm should: Experience in providing consulting services for the development of monitoring and reporting frameworks in the blue or green finance sector align with national standards or international standards. Experience in developing blue or green financial instruments.

Experience in providing consulting services in sustainable finance, environmental/natural resource management, marine or fisheries affairs. Key Experts will not be evaluated at the EOI shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrower [November, 2020], setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
