REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Name of Project Mongolia Transport Connectivity and Logistics Improvement Project (P174806) Loan No/Credit No/ Grand Number 9336-MN / 7039-MN Assignment Title Consulting Service for Bridge Design (CSBD) Procurement Plan Ref Number ZTYa / 20250804050 Country of Delivery Mongolia Date 2026.01.20 The Government of Mongolia has received financing from the World Bank toward the cost of the Mongolia Transport Connectivity and Logistics Improvement Project (P174806) and intends to apply part of the proceeds for consulting service for the preparation of design documents for bridge maintenance works under the project. The consulting services (“the Services”) include, in accordance with the Terms of Reference (TOR): (i) developing detailed engineering designs, including cost estimates and a bill of quantities, for the selected bridge maintenance works; (ii) preparing an environmental and social framework package in accordance with the World Bank’s Environmental and Social Framework (ESF) standards and relevant local laws and regulations. The estimated implementation period of the service is 6 months, with the service contract expected to commence in the first quarter of 2026. The detailed Terms of Reference (TOR) for the assignment is attached to this REOI. The Ministry of Road and Transport of Mongolia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the following Services. Lot’s No. Consulting Services for Bridge Design CSBD - Lot 1 Orkhon river 290 m bridge maintenance CSBD - Lot 2 Kherlen river 216.5 m bridge maintenance CSBD - Lot 3 Tsenkher river 140 m bridge maintenance Turgen river 36.2 m bridge maintenance Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

  • General experience in successfully implementing consultancy contracts for detailed design of bridge construction and maintenance works over the last five (5) years.
  • Specific experience in carrying out detailed design for reinforced concrete bridge construction and maintenance works within the last three (3) years, including at least two (2) similar bridge contracts.
  • A clearly defined technical and managerial organizational structure of the firm. Please provide only the general qualifications of the firm and information on key staff in relevant disciplines. Detailed qualifications and experience of Key Experts are not required.
