Request for Expressions of Interest (Consulting Services – Selection of a Firm) People’s Republic of China Hainan Province Project under the World Bank Loan for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project) Loan No.: 9084-CN Procurement Reference No.: 0733-25095976 Assignment Title: Consulting Services for Commissioned Tasks, including Research on Comprehensive Infectious Disease Prediction and Early-Warning Models Contract No.: HN-FC-54 Deadline for Submission of Expressions of Interest: 17:00 on December 30, 2025 The Government of China has obtained a World Bank loan to implement the Hainan Province Project under the World Bank Loan for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project) and intends to use part of the loan to finance HN-FC-54: Consulting Services for Commissioned Tasks, including Research on Comprehensive Infectious Disease Prediction and Early-Warning Models.

The main scope of this consulting service includes: scenario- and location-based prediction models, upstream monitoring and early-warning models, and integrated prediction models. For detailed service requirements, please refer to the attached Terms of Reference (TOR).

The consulting service is expected to require a total input of 108 person-months, with an implementation period of 12 months from the contract signing and effectiveness. The anticipated start date of the consulting service is January 2026.

The Hainan Provincial Center for Disease Control and Prevention (hereinafter referred to as the “Client”) now invites qualified consulting firms (the “Consultants”) to express their interest in providing the consulting services. Interested Consultants should provide information demonstrating their qualifications and relevant experience to perform the services.

The shortlisting criteria are as follows: The Consultant should have a good record and reputation. In the past five (5) years (from 1 January 2021 to the submission deadline of this document, based on the contract or assignment signing date), the Consultant must have undertaken at least ten (10) similar projects.

Similar projects are defined as consulting or research projects in the healthcare sector, with each contract value not less than RMB 90,000.

Supporting documents for similar projects must be provided, including: Copies of the key pages of the consulting service contracts (showing the firm’s name, scope of services, signing date, and other key information), or Other proof of similar projects or assignments (showing the firm’s name, project scope, project period, and other key information).

Interested Consultants should note the provisions on conflict of interest as stated in Clauses 3.14, 3.16, and 3.17 of Chapter 3 of the World Bank Investment Project Financing (IPF) Borrower Procurement Regulations (November 2020 edition).

Consultants may submit an Expression of Interest jointly with other firms to enhance their qualifications, but it must be clearly indicated whether such collaboration is in the form of a joint venture and/or subcontracting. In the case of a joint venture, if selected, all parties to the joint venture shall be jointly and severally liable for the entire contract.

Interested Consultants are requested to provide supporting documents in accordance with the following requirements. The Expression of Interest (EOI) should at a minimum include: Basic information of the consulting firm, including organizational structure, personnel, and facilities.

Power of Attorney and identification documents of the legal representative and authorized person; if the Consultant is a joint venture, a joint venture agreement (in any format) should be provided. Copies of relevant business licenses or the legal person certificate of the consulting firm. If the Consultant is a state-owned enterprise or a public institution, a copy of the company charter is required.

(Note: numbering jumps in original Chinese, but follows sequence.) In the past five (5) years (from 1 January 2021 to the submission deadline, based on the contract or assignment signing date), the Consultant must have undertaken at least ten (10) similar projects. The Consultant must provide screenshots from “Credit China” showing no violation records, including at minimum: “List of seriously dishonest entities” “List of dishonest persons subject to enforcement” “List of major tax-related violations and dishonest entities” Any other supporting documents that demonstrate the Consultant’s capability to undertake this project and its competitiveness (if available).

Intent agreements of the joint venture or major/subcontracted consulting firms (if applicable). The consulting firm for this assignment will be selected using the CQS (Selection Based on the Consultants’ Qualifications) method as specified in the Procurement Regulations. No evaluation of individual experts will be conducted at this stage.

The Client will select one firm from all submitted Expressions of Interest that demonstrates the best qualifications and relevant experience, and invite that firm to submit technical and financial proposals and enter into negotiations. For further information, CITIC International Tendering Co., Ltd. may be contacted on working days from 10:00 to 17:00.

Expressions of Interest must be submitted in written form (by hand or by mail) before 17:00 on December 30, 2025 (the deadline for submission of Expressions of Interest) to the following address: Sealing and Number of Expressions of Interest (EOI): Number of Original EOIs: 1 Number of Chinese-language Copies: 4 The original EOI must be stamped with the official seal, while copies may be photocopies of the original.

Both the original and the copies should be bound separately and sealed together in the same envelope.

The inner and outer envelopes should bear the following additional information: Project Name: Hainan Province Project under the World Bank Loan for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project) Contract Number and Title: HN-FC-54: Consulting Services for Commissioned Tasks, including Research on Comprehensive Infectious Disease Prediction and Early-Warning Models Note: Consultants should ensure that the markings on the outer packaging of the submitted EOI are consistent with the content of the EOI.

Consultants should also submit, together with the EOI, a color-scanned copy of the original EOI (PDF format) and an editable electronic version (Word format) stored on a USB drive, sealed separately. In case of any conflict between the electronic version and the hard copy, the hard copy of the original EOI shall prevail.
