Consulting Services for Business Tax Compliance Cost Assessment Study in Kyrgyz Republic

Request for Expressions of Interest ( Consulting Services) The Kyrgyz Republic Tax Administration and Statistical System Modernization Project (TASSMP) Consulting services for conducting a study entitled “Assessment of Business Costs for Tax Compliance” Source of financing : Credit Number 6546-KG and Grant Number D566-KG Reference number: STS-CS/CQS-008 The Kyrgyz Republic received funding from the World Bank for the implementation of the Project «Tax Administration and Statistical System Modernization Project» and intends to allocate part of these funds for receiving consulting services on for conducting a study entitled “Assessment of Business Costs for Tax Compliance”.

Terms of Reference for this bidding will be given to the consulting company upon written request sent to the e-mail address specified below. The State Tax Service under the Cabinet of Ministers of the Kyrgyz Republic now invites eligible consulting companies to express an interest in providing the services.

The interested consulting companies should provide specific data showing that they are fully qualified to provide the services (profiles, work experience and description of similar tasks performed, relevant experience of employees etc.).

Minimum qualification requirements : At least 5 years of experience in conducting CAPI surveys/assessments and in-depth interviews, focus groups, as well as the ability to conduct organizational surveys.

The consultant must be able to mobilize qualified interviewers and analytical staff in accordance with the terms of the contract and have the logistical capabilities to conduct the survey within the time frame set for the research; Experience in conducting taxpayer surveys in the Kyrgyz Republic is a serious advantage; Experience in projects financed by international donor organizations (ADB, WB, IFC, EBRD, and others).

Experience working with government agencies. Consultants may express an interest in the form of both an individual firm and several firms in the form of a consortium/subcontractor of consultancy services. A relevant contract for the establishment of such a consortium or joint venture (particular partnership) must be furnished. Members of the consortium are jointly and severally liable for the whole assignment.

The Consultant will be selected according to the procedures specified in “World Bank Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”). The Consultant will be selected using Consultant’s qualifications-based selection (CQS).
