KINGDOM OF CAMBODIA Ministry of Environment (MOE) Cambodia Solid Waste and Plastic Management Improvement Project PROBLUE Grant TF C1009 Request for Expression of Interest Reference No.: MOE-CS-0 2 Date: 10 February 2026 Contract Name: The Development of National Guidelines for Landfills and Resource Recovery Facilities The objective of the solid waste and plastic management improvement project (the Project) is to improve solid waste and plastic management in selected areas.
The project will be implemented over a period of 6 years (2023-2029), and budget of US$67.3 million will be allocated for the following four components: Component 1 – Institutional Strengthening for Solid Waste and Plastic Management (US$ 4.32 million, implemented by Ministry of Environment), Component 2 – Integrated Solid Waste and Plastic Management, Planning, Monitoring, and Capacity Building for Participating Provinces, Municipalities and Districts (US$8.42 million, implemented by Ministry of Interior).
Component 3 – Solid Waste and Plastic Management Infrastructure (US$54.56, implemented by Ministry of Public Works and Transport) and Component 4 –emergency response with zero allocation has been provisioned for the Bank to provide emergency support in the event of a natural disaster, emergency and/or catastrophic event.
The Task to be undertaken by the Consultants: Task 1 : Inception, current waste composition and disposal practices, Site Familiarization, and Regulatory Review, Task 2 : Development of National Landfill Guidelines and standards, including operation and maintenance manuals, Task 3 : Development of Monitoring and enforcement guidelines for MOE and training, Task 4 : Integration of Climate and Environmental Safeguards in landfill design and operation, Task 5 : Stakeholder Consultation and Validation, Task 6 : Training and Capacity Building.

The consultants will support the Ministry of Environment to develop a comprehensive set of National Guidelines for Landfill Siting, Design, Management, and Operation and accompanying Operations and Maintenance Manuals, including monitoring and enforcement protocols that will serve as the definitive technical reference for the RGC.
These documents will ensure that all new landfill projects in Cambodia, starting with those under this project, are implemented to a high standard of engineering, environmental protection, and operational safety.
This will also include the development of National Guidelines for the design, management and operation for material recovery, compost and black soldier fly facilities (if feasible) co-located at landfills, including operational and maintenance manuals and monitoring and enforcement protocols.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The following minimum qualifications required for the Consulting Firm that should be specifically identified in the proposal for this assignment: At least 15 years of demonstrated experience in solid waste disposal, specifically in the design of sanitary landfills, with at least 3 references for landfill design.
The consultant will also have demonstrated experience with solid waste landfill infrastructure in developing country context and in the South-East Asia region. Proven track record in developing similar landfill guidelines, manuals or monitoring and inspection capacity building for at least two other countries, preferably in Southeast Asia.
At least two similar assignments shall have been undertaken in the last 8 years. Experience working on World Bank or similar multilateral development bank-funded projects is highly desirable. At least one reference project involving the integration of environmental and social safeguards into waste infrastructure operations.
Experience in Cambodia in solid waste management, with at least two references of waste landfills/environmental infrastructure development projects in Cambodia. Key Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Contract Award Condition: Only selected Firm is required to register their business legally in accordance with the Cambodia Law which is a part of the contract awarding procedures. This requirement is not applied for eligibility and evaluation criteria of proposals.
Payment for services rendered shall be made exclusively to the registered bank accounts.
