The Government of the Republic of Mozambique, through the National Directorate of Water Resources Management (DNGRH), has received financing from the World Bank to implement the Regional Climate Resilience Program for Eastern and Southern Africa (RCRP), and intends to apply part of the proceeds for the recruitment of a Senior Social Specialist. 2.

The general objective of the consultancy includes support and advise the Project and DNGRH on suitable social arrangements by: building DNGRH's capacity for independent ESF management through knowledge transfer; fostering effective stakeholder collaboration and engagement; strengthening social inclusion and gender equity in all project activities; establishing clear monitoring and evaluation mechanisms to track social safeguard effectiveness; and integrating climate resilience considerations into social risk assessments and mitigation strategies.

The consultancy will focus on compliance with the World Bank Environmental and Social Framework (ESF), Activities include the review of environmental instruments, support to licensing processes, capacity building of technical staff, integration of climate resilience and safety of critical infrastructure such as dikes and dams, and contribution to improving GRM, GBV/SEA-SH, and gender mechanisms. 4.

The consultants' qualifications are as follows: Master’s degree in Social Sciences, Sociology, Anthropology, Political Science, International Development, Gender Studies, Law, Human Rights, or a related field; 5. Preferential candidates should hold the following qualifications: Minimum Mandatory Requirements: a.

Minimum of 8 years of professional experience in social development, social safeguards, or social risk management in infrastructure or climate resilience projects (experience above 10–15 years is considered an added advantage). b. Demonstrated experience applying World Bank ESF, including ESS1, ESS2, ESS4, ESS5, ESS7, ESS8, ESS10, and related instruments c.

Proven experience in resettlement processes (RAP/LRP), labor influx management, SEA/SH risk mitigation, and community health and safety protocols. d. Experience conducting social assessments, stakeholder analyses, social impact assessments, and implementing grievance redress mechanisms f. Strong capacity to lead stakeholder engagement, including vulnerable groups, local authorities, and project-affected communities. g. Demonstrated experience in mentoring, training, and capacity building of government teams, PIUs, supervisors, and implementing partners. h.

Fluency in English and Portuguese (spoken and written). i. Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Outlook). j. Ability to prepare high-quality analytical reports and strategic technical notes. k. Experience working on large, complex infrastructure projects involving multidisciplinary teams, including dams, water supply systems, irrigation structures, and dike rehabilitation. l.

Demonstrated experience applying EHS Guidelines (EHSGs) and internationally recognized good practices (GIIP. m. Desirable Qualifications: n. Knowledge of Mozambique’s social policy frameworks, resettlement legislation, labor law, and social protection systems o. Knowledge of the water sector and institutional landscape in Mozambique (e.g., DNGRH, ARAs‐IP, local authorities). p.

Ability to work effectively in multicultural environments, including sensitivity to cultural, gender, age, ethnic, and social diversity. q. Strong interpersonal skills and demonstrated ability to engage with local communities, vulnerable groups, and multiple institutions r. Willingness to travel to project sites and adapt to flexible working schedules. s.

Knowledge of ISO 9001 Quality Management Systems, environmental licensing procedures, and national OHS and environmental management legislation (added advantage). t. Ability to conduct research, synthesize complex information, and generate innovative solutions for social risk management; u. Demonstrated skills in networking, negotiation, and cross-sectoral coordination.; 6.

The candidate must be able to work under pressure and meet tight deadlines. Interested Consultants are directed to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers “February 2025”, which outlines the Bank’s policy on conflict of interest.
