LIBERIA ELECTRICITY CORPORATION PROJECT: -REGIONAL EMERGENCY SOLAR POWER INTERVENTION (RESPITE) PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services for Preparation of an Environmental and Social Impact Assessment and RAP for Saint Paul 2 Hydropower Project Early Construction Works Pro ject ID No.: P179267 Reference No.: LR-LEC-487157-CS-QCBS Background The Liberia Electricity Corporation (LEC) has secured funding from the World Bank (WB) through the Regional Emergency Solar Power Intervention Project (RESPITE ) and intends to use part of the proceeds for the Consulting Services for Preparation of an Environmental and Social Impact Assessment for Saint Paul 2 Hydropower Project Early Construction Works The consulting services (“the Services”) include the preparation of an Environmental and Social Impact Assessment (ESIA), Resettlement Plan, and other Environmental and Social Framework (ESF) instruments for the early construction works of the Saint Paul 2 Hydropower Project (SP2 HPP).

These early works include: Upgrading of a 30 km access road from Bong Mine Town to the SP2 HPP dam site, including bridges and drainage infrastructure. Establishment of an advance construction camp with essential utilities and facilities. Development of initial laydown areas for construction materials and equipment. The assignment is expected to be completed within six (6) months from contract signature.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core Business and Years in Operation: Firms must be legally registered and have core expertise in environmental and social consulting services.

Technical and Managerial Capacity: Firms must demonstrate adequate organizational structure, technical expertise, and managerial capability. Submission of an organogram and company profile is required. Relevant Experience: The firm must hold certification with the Liberia Environmental Protection Agency (EPA) or demonstrate the ability to obtain it promptly.

The firm must have successfully completed at least three Environmental and Social Impact Assessments (ESIA) and Resettlement Plans within the past five years, including at least one assignment for a road upgrade or construction project in West Africa of no less than 20 km in length.

preferably hydropower related with at least one assignment associated with a World Bank funded project prepared in accordance with ESF requirements. Demonstrated experience with the design and implementation of resettlement and livelihoods restoration programmes in the region, preferably within Liberia and hydropower related.

A main consultant/ sub consultant arrangement or a joint venture between a local or regional firm and an international E&S consulting firm is encouraged for improved capacity to meet ESF requirements. Note: Key Experts will not be evaluated at the shortlisting stage . Interested Consultants must submit the following documentation: Company brochures or website link.

Company profile including legal status, contact details, year of establishment, number of staff, and areas of expertise. Summary of relevant projects completed, including contract values, project locations, staffing, client details, funding sources, scope of services, and timelines.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected, and so equal weighting will be used for the lead firm and its partners or associates A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
