No.: 0733-25094871 Assignment Title: Consulting Services for Establishing National Rabies Elimination Demonstration Sites Contract No.: HN-FC-45 The Government of China has received a loan from the World Bank to finance the World Bank–Financed Preparedness and Response to Emerging Infectious Diseases Project – Hainan Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services. The main scope of the consulting services (hereinafter referred to as “the Services”) includes: (1) Prevention and management of human exposure to dog bites and investigation of rabies cases; (2) Surveillance of rabies virus carriage in dog populations; (3) Research and public awareness related to rabies in wildlife; (4) Dog vaccination and evaluation of vaccination effectiveness; (5) Health education and technical training for key populations; (6) Cross-sectoral cooperation mechanism for rabies prevention and control in Hainan Province; (7) Research on strategies to improve the effectiveness of dog vaccination programs. For details, please refer to the Terms of Reference attached to this Request for Expressions of Interest. The estimated total input for the consulting services is 198 person-months, and the expected implementation period is 18 months from the date of contract signing. Please refer to the Terms of Reference attached to this Request for Expressions of Interest for further information. The Hainan Provincial Disease Control Bureau (hereinafter referred to as “the Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit relevant supporting documents in accordance with the requirements below. The Expression of Interest (i.e., the proposal) shall include, but not be limited to, the following: • General information on the consulting firm and its organizational structure. • Power of attorney, identification documents of the legal representative and the authorized person; if the Consultant is a joint venture, a joint venture agreement (in self-prepared format) must be provided. • A copy of the business license or legal entity registration certificate of the consulting firm. • If the Consultant is a state-owned enterprise or public institution, the company’s articles of association must be provided. • The Consultant shall have a good record and reputation, and must provide screenshots of searches from the Credit China website confirming no violations. These screenshots shall include at least the records from the following sections: “List of Entities with Serious Breaches of Trust,” “List of Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violation Cases.” • The Consultant shall have the necessary expertise and relevant experience to perform the contract: • From January 1, 2020 to the submission deadline, the Consultant must have successfully completed at least two (2) similar consulting service contracts, or two (2) similar national-level projects/tasks. • The contract amount for each consulting service shall not be less than RMB 1 million, and the amount for each national-level project/task shall not be less than RMB 500,000. • Preference will be given to firms that have previously undertaken rabies-related consulting projects or national-level scientific research projects, and possess the necessary equipment and professional technical capabilities to perform the contract. • Relevant performance evidence shall be provided, including at least the key pages of contract copies, or documents such as national-level project agreements, task documents, or letters of commission. All supporting documents must clearly show the entity name, scope of services, contract amount, signing date/project period, and other essential information. • Any other documents the Consultant deems necessary to submit (if applicable). Key experts will not be evaluated at the shortlisting stage. Interested Consultants should take note of the provisions of paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (November 2020), which set forth the World Bank’s policy on conflicts of interest. Consulting firms may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications. Such association must be clearly indicated in the Expression of Interest. In the case of a joint venture, if selected, all members of the joint venture shall be jointly and severally liable for the entire contract. The Consultant for this assignment will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) method set out in the Procurement Regulations.
