Letter of Invitation for Expressions of Interest (Consulting Services – Selection of a Firm) China World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Provincial Project (Global “One Health” Hainan Demonstration Project) Loan No.: 9084-CN Procurement Reference No.: 0733-25095058 Assignment Title: Consulting Services for Preparing the Preliminary Design Report for the Integrated Platform for Multi-Point Triggered Infectious Disease Surveillance, Early Warning, and Analytical Applications (Sub-component 1.2) Contract No.: HN-FC-49 Deadline for Submission of Expressions of Interest: 17:00, December 1, 2025 The Government of China has received a World Bank loan to implement the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Provincial Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of the loan to payments under Contract HN-FC-49: Consulting Services for Preparing the Preliminary Design Report for the Integrated Platform for Multi-Point Triggered Infectious Disease Surveillance, Early Warning, and Analytical Applications (Sub-component 1.2).

The main scope of this consulting service includes: preparation of the project’s preliminary design report, development of interface specifications for the information systems of relevant departments and bureaus, and other related tasks. Details of the assignment are provided in the attached Terms of Reference (TOR). The estimated total level of effort for this assignment is 45 person-months.

The implementation period is expected to be three months after contract signing and effectiveness, and the anticipated commencement date is December 2025. The Hainan Provincial Disease Control Bureau (hereinafter referred to as the “Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are as follows: 1、The Consultant should have a good track record and reputation.

2、The Consultant shall possess a Class B or above design qualification in the electronic communication and broadcasting industry (electronic engineering/communication engineering), or a Class B or above professional design qualification in the electronic communication and broadcasting industry (electronic system engineering/cable communication/wireless communication).

A copy of the qualification certificate affixed with the official seal must be provided. 3、Within the past five years (from January 1, 2020 to the submission deadline), the Consultant must have successfully implemented at least two consulting service contracts of a similar nature.

Similar projects refer to consulting assignments in the fields of health-related information systems or surveillance and early-warning information systems. Each consulting contract shall have a contract value of no less than RMB 400,000. Copies of key pages of the contracts must be attached, showing at minimum: contract date, contract amount, scope of services, and official stamps of both parties.

Interested Consultants should pay attention to the provisions of Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations,” November 2020), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications, but the type of association must be clearly indicated in the Expression of Interest. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.

Interested Consultants shall provide supporting documents in accordance with the requirements below. The Expression of Interest shall include at least the following: 1、A general introduction of the Consultant, including basic information about the firm, organizational structure, personnel, and facilities. 2、Power of attorney, identification documents of the legal representative and the authorized representative.

If the Consultant is a joint venture, a joint venture agreement (self-designed format) must be provided. 3、A copy of the Consultant’s business license or the legal entity certificate for public institutions. 4、If the Consultant is a state-owned enterprise or public institution, its Articles of Association must be provided.

5、The Consultant shall possess a Class B or above design qualification in the electronic communication and broadcasting industry (electronic engineering/communication engineering), or a Class B or above professional design qualification in the electronic communication and broadcasting industry (electronic system engineering/cable communication/wireless communication).

A copy of the qualification certificate affixed with the official seal must be provided. 6、The Consultant must have successfully implemented at least two consulting service contracts of a similar nature within the past five years (from January 1, 2020 to the submission deadline).

Each contract shall have a value of no less than RMB 400,000. Copies of key contract pages must be attached, showing at minimum: contract date, contract amount, scope of services, and official seals of both parties.

7、The Consultant shall have a good track record and reputation. The Consultant shall provide screenshots from the “Credit China” website showing no records of violations.

The screenshots shall include at least: “List of Seriously Dishonest Entities,” “Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violation and Dishonest Entities.” 8、Any other documents deemed necessary by the Consultant to demonstrate its capability to undertake this assignment and its competitiveness (if any).

9、Joint venture agreement or intention letters between major/sub-consultants for subcontracted services (if any). The Consultant for this assignment will be selected in accordance with the CQS (Selection Based on Consultants’ Qualifications) method set out in the Procurement Regulations. At this stage, no evaluation of experts will be conducted.

The Client will select one consulting firm from among all firms submitting Expressions of Interest—specifically, the firm with the most appropriate qualifications and relevant experience—and invite it to submit technical and financial proposals and enter into negotiations. Expressions of Interest must be submitted in writing (either delivered in person by a designated representative, or sent by mail) to the address below before 17:00 on December 1, 2025 (the submission deadline). Requirements for Sealing and Number of the Expression of Interest (EOI): The EOI shall include one (1) original and four (4) Chinese copies.

The original EOI must bear the official seal, while the copies may be photocopies of the original. The original and the copies shall each be bound into separate volumes and sealed together in the same envelope.

Both the inner and outer envelopes shall bear the following additional identification: (1) Project Title: World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Provincial Project (Global “One Health” Hainan Demonstration Project); (2) Contract No.

and Title: HN-FC-49: Consulting Services for Preparing the Preliminary Design Report for the Integrated Platform for Multi-Point Triggered Infectious Disease Surveillance, Early Warning, and Analytical Applications (Sub-component 1.2). Note: The Consultant shall ensure that the markings on the outer package correspond to the contents of the EOI.

The Consultant shall also submit, along with the EOI, one (1) USB drive containing a color-scanned PDF copy of the original EOI and an editable electronic version (Word format). The USB drive shall be sealed separately. In case of any discrepancy between the electronic and hard-copy versions, the hard-copy original shall prevail.
