The Government has received a credit from the International Development Agency (IDA) towards the cost of the Second Kenya Urban Support Program (KUSP II) and intends to apply part of the proceeds of this Credit towards payments under this contract: Consulting Services for the Review of the National Urban Development Policy (NUDP 2016). 2.

The primary objective of the consulting services is to Review the NUDP (2016), including the legal, policy, and institutional frameworks underpinning the policy and identify gaps, weaknesses and lessons learned in both policy design and implementation. 3.

The tasks to be carried out under the assignment includes but not limited to: i) Analyze Kenya’s urban landscape; ii) Undertake a comprehensive review of the NUDP 2016; iii) Assess relevant policies and trends, and propose appropriate alignments of the new NUDP; iv)Conduct a comparative analysis of NUDP 2016 against the global urban development policy frameworks; v)Ensure targeted and inclusive stakeholder engagement; vi) Undertake a Strategic Environment and Social Assessment (SESA) for the NUDP and ensure cross cutting issues are integrated into the new NUDP; vii) Draft the New NUDP Incorporating all Relevant Issues and Themes.

The Consultant will prepare a new National Urban Development Policy that is comprehensive, evidence-based, and aligned with national priorities and global best practices; viii) Capacity Building and knowledge transfer for policy implementation, monitoring and review; 4.

The Ministry of Lands, Public Works, Housing and Urban Development – State Department for Housing and Urban Development (the Client) through the Second Kenya Urban Support Program (KUSP II) now invites eligible consulting firms “Consultants” to express their interest in providing the services; Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria will comprise the following; a) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the fields of policy research and formulation, M&E, and public policy analysis or similar areas for a period of a minimum of 10 years.

b) Relevant Experience: The firm shall demonstrate as having successfully executed and completed at least 3 assignments of similar nature and complexity, and in a similar operating environment in the last 5 years. Details of similar assignments, including name and address of the clients, scope, value, and period should be submitted with the proposal/Expression of Interest.

c) Technical and managerial capability of the firm: The firm shall demonstrate in the submitted profile as having the requisite technical and managerial capacity to undertake the assignment.

This should include: Contextual knowledge of Kenya’s and global urban landscape; Project management and operational capacity; Experience in Policy Development; Multi-disciplinary Expertise; Capacity for national Stakeholder engagement and facilitation, and; Experience in Capacity Building and Knowledge Transfer. Key experts will not be evaluated at the shortlisting stage. 6.

The Consulting Services is expected to be for a period of one (1) calendar year from the date of commencement. 7. The attention of Consultants’ is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2020 ( Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 8.

The Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations. 9. Interested Consultants may obtain further information at the address given below from 0900hrs to 1700hrs East African Time (EAT) from Monday to Friday excluding lunch hour (1300hrs-1400hrs) and public holidays. 10.

Expression of Interest shall be delivered by Monday 2nd February 2026 at 1000hrs EAT using one of the following modalities; a) Deposit in the Tender Box located on 6th Floor, Ardhi House in Nairobi, Kenya; b) Send via email to; kusp2proc@housingandurban.go.ke .
