Multi-apartment buildings (MABs) and single-family homes (SFHs) face severe inefficiencies due to inadequate insulation, deteriorating facades, and outdated heating systems. The consulting services (“the Services”) include Preparation of a feasibility study and program concept for the multi-apartment building renovation program (in accordance with PR No. 51 of the President of the Republic of Uzbekistan dated February 11, 2025). Objective: This assignment is for a detailed program concept and feasibility study to inform the Program design and investment planning, including technical specifications, financial architecture, institutional responsibilities, social targeting, monitoring systems, and environmental and social (E&S) risk management. The study is funded by the World Bank’s Grant Facility for Project Preparation (GFPP) and implemented in accordance with the World Bank’s Environmental and Social Framework (ESF) and fiduciary policies. The goal of this assignment is to conduct a comprehensive technical, legal, economic, financial, institutional, and environmental & social (E&S) analysis for a large-scale, phased residential energy efficiency renovation program, to provide the analytical foundations for the Government of Uzbekistan’s new renovation program for multi-apartment buildings (MAB) and single-family houses (SFH), ensuring the affordability of household investments in renovation, social inclusion, and financial and institutional sustainability. The assignment includes the following tasks: • Assessment of technical solutions for EE renovations in MABs • Assessment of technical solutions for EE renovations in SFHs • Legal, regulatory, and institutional framework analysis for MABs and SFHs • Assessment of households’ willingness and ability to invest in EE renovation measures • Development of implementation mechanisms and financial mechanisms for MAB and SFH modernization • Assessment of environmental impacts • Development of phasing, prioritization, and implementation plans The duration of this consulting assignment is expected to be 28 weeks. The consulting services are expected to start in February 2026. The implementation progress above might change based on the actual conditions, and the actual input of time will be determined by the clients and WB based on the actual conditions of the Project. The contract may be extended upon justified demand, demonstration of satisfactory performance by the firm and interest between the parties, until the closing date of the Project. The services must be performed in close coordination with the Ministry of Construction, Housing and Communal Services (MCHCS) and National Energy Efficiency Agency (NEEA). In-person presence in Uzbekistan is required. 1-2 office spaces will be provided for the consultant within the MCHCS and/or NEEA. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, key staff resources, and core business. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The experience of sub-consultant will not be considered while short-listing. The Consultant will be selected in accordance with the QCBS method set out in the “World Bank Procurement Regulations for IPF Borrowers”, dated February 2025. Shortlisting Criteria: The Consultant’s team must have the following demonstrated experience: • At least 8 years of experience in projects related to energy efficiency and sustainable heating, including in multi-apartment buildings and single-family homes. • At least 2 assignments of similar complexity and size with a value of at least 0.3 million USD each, over the past 10 years. • At least one successfully implemented project of a similar nature in Uzbekistan. • Submitted documentation should also demonstrate knowledge and experience with international and country-specific building codes.
