REPUBLIC OF ANGOLA MINISTRY OF PLANNING ACCELERATING ECONOMIC DIVERSIFICATION AND JOB CREATION PROJECT Loan No.: IBRD-95270 Project ID: P178035 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Assignment Title: CONSULTING SERVICES TO DEVELOP AND IMPLEMENT AN ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM FOR PARTNER FINANCIAL INSTITUTIONS (PFIs) Reference No . 38CS1/MINPLAN/24 The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for Develop and Implement an Environmental and Social Management System for Partner Financial Institutions (PFIS) . The consulting services (“the Services”) have as main objective is to request services to strengthen the FGC and at least six [6] PFIs's risk-based ESMS to identify, assess, manage and monitor the environmental and social risks and impacts of any subprojects that receive Project-facilitated credit under Subcomponent 3(b), in line with the requirements of the World Bank's Environmental and Social Framework (ESF). The specific objectives of the consultancy are the following:
- Develop and Implement Instruments for ESMS;
- Qualification and Training;
- Progress Monitoring and Reporting;
- Stakeholder Consultation and Participation;
- Initial Diagnosis;
- Development of Practical Tools;
- Legal & Regulatory Compliance;
- Implementation of Suggestion Mechanisms and Complaint Management;
- Alignment and Training for the Use of International ESG Frameworks.
The period expected for the consultancy contract will be 15 months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Minimum experience of 3 years in coordinating technical assistance for the reinforcement of ESMS of at least two financial institutions. Experience must be proven by submitting contracts, customer statements or equivalent documents;
- Experience in training (as a training entity) on environmental and social issues;
- Experience in building, implementing and monitoring a Complaints Management Mechanism in accordance with World Bank guidelines and international best practices;
- Experience in the application of the World Bank's Environmental and Social Policies or ESF, or the International Finance Corporation (IFC) Performance Standards, and preferably the applicable National Environmental and Social Legislation;
- Work experience in Sub-Saharan African countries, preferably in Angola;
- Experience in projects financed by International Financial Institutions;
- Ability to communicate with senior officials of the Public Administration and the State.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
