  • The Government of Angola through the Ministry of Health has received financing from the World Bank toward the cost of the Human Resource Capacity for Universal Health Coverage in Angola and intends to apply part of the proceeds toward payments under the contract [1]for Contracting an intermediary company for the management of teaching staff in the field of nursing specialisation [2].
  • The Ministry of Health now invites sealed Bids from eligible Bidders for the provision of a company to manage, coordinate and monitor teachers and professionals specialising in nursing, with a view to implementing the theorical, practical and clinical teaching study plan for specialisation courses in nursing.
  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers -” 2025 (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
  • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80 % and for Bid cost: 20 %.
  • Interested eligible Bidders may obtain further information from Ministry of Health at address below [3] and inspect the bidding document during office hours 09:00 to 16:00 from Monday to Friday at the address given below[4] .
  • Bids must be delivered to the address below[5] on or before 11h00 am of January 29, 2026 . Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ ORIGINAL BID ”, and the inner envelopes marked “ TECHNICAL PART ” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 11h30 of January 29, 2026 . All envelopes marked “ FINANCIAL PART ” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
