Scope overview

Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the Department of Health and Mental Hygiene (DOHMH) intends to enter into negotiations for a six-year agreement with Oracle America Inc.

to provide maintenance and support for DOHMH's existing Laboratory Information Systems (LIS), LIS is a system that was implemented throughout the entire Public Health Laboratory (PHL) to manage laboratory operations from order capture through specimen processing, results validation, regulatory reporting, and data archiving. Oracle America Inc.

is the only vendor with the capacity to provide continued support and equipment maintenance to manage PHL operations. DOHMH has determined that Oracle America Inc. is the sole source provider for the required equipment maintenance and support. Oracle America Inc. is the sole provider and manufacturer of the Laboratory Information System (LIS).

The services, software, and required support cannot be provided by any other vendor, distributor, or reseller. No third-party LIS product can meet the technical, operational, and compliance requirements of our health system without significant risk, redundancy, or service failure.

Any firm that believes it can legally provide this maintenance and support for DOHMH's existing LIS, is invited to submit an Expression of Interest directly to this RFI- EPIN 81626Y0784 no later than 2/17/2026 by 2:00 PM.
