Scope overview

Pursuant to Section 3-04(b)(2)(i) D & 3-04(b)(2)(ii) of the Procurement Policy Board Rules, the Office of Administrative Trials and Hearings (OATH) intends to enter into a negotiation with thirteen identified vendors listed below, for a new replacement 3-year contract for Telephone and Video Conferencing Court appearance Platform Services to enable remote participation in OATH Administrative Law Courts Hearings/Proceedings.

The remote court platform is a unique technology purpose-built for legal proceedings, which allows hearing officers to operate and maintain control of the teleconferencing hearings. The system records the proceedings which the administrative courts can download and save.

It includes a robust set of tools and web conferencing features, high system reliability and technical redundancy to ensure uninterrupted service at reasonable cost. It doesn t require any software download.

Vendors: Zoom Video Communications, Inc., BT Conferencing, Inc., Microsoft Corporation (Teams), Courtcall LLC., Cloud-Age IT, Conference Technologies, Inc., Goto Technologies USA Inc., Immediation USA LLC., Voice Products, Inc., Webex Communications, Inc., Courtsolutions, LLC, Courtscriber, Inc, and Wingman IP.

OATH anticipates awarding one contract with a term of three-year (1/1/26-12/31/28) with one 3-year renewal option.

The Agency Chief Contracting Officer has determined that pursuant to Section 3-04(b)(2)(i)D, a compelling need for services exists that cannot be timely met through competitive sealed bidding or competitive sealed proposals and, pursuant to Section 3-04(b)(2)(ii) there is a limited number of vendors available and able to perform the work.

Any entity that believes that it is qualified and has the in-house expertise and experience to provide remote court platform and telephone conferencing facility services may express interest in providing this service in the future by email to OATHACCOBIDS@oath.nyc.gov , by no later than 2:00 pm on 4/30/25.
