Scope overview

Although street vending provides critical services to millions and is a primary source of income for many New York City families, limited access to legal vending opportunities is a significant and long-standing challenge.

Through the Challenge-Based Solicitation process, The New York City Department of Small Business Services are endeavoring to support the economic stability of street vendors who seek legal work, while balancing the needs of stakeholders that intersect with the street vending ecosystem.

We are seeking program partners to identify and pilot immediately accessible interventions that: Create equitable tools to navigate the current street vending regulatory environment. Facilitate the expansion of existing opportunities and creation of new opportunities to support the economic stability of street vendors seeking legal work.

SBS established a term in the agreement that is reasonable both to conduct the demonstration and to determine its effectiveness, as allowable under PPB Rule 3-11(d). Given the scalability of this challenge-based procurement, we have determined that a three-year term allows sufficient time for the initial demonstration and evaluation of the feasibility of this approach.

Given the nature of the challenge-based procurements, the agency has established a term in the agreement that is reasonable both to conduct the demonstration and to determine its effectiveness pursuant to 3-11(d). SBS has determined that the initial three-year term and option to extend for an additional three years to be sufficient, to address the challenge and evaluate the proposed approach.
