(as per Procurement Plan): BZ-5CS-536722-CS-CQS The Caribbean Community Climate Change Centre has received financing from the World Bank toward the cost of the Preparation Grant for the Caribbean Water Security and Sector Efficiency Multi-Phased Approach (MPA) Program and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conducting a comprehensive dam safety assessment of JCD and all appurtenant structures (reservoir, saddle dam(s), spillway, water intake, outlet structures, gates, valves, monitoring equipment, access infrastructure, etc.
It also includes developing rehabilitation and retrofitting options for the dam by identifying at least five (5) technically viable alternatives combining structural measures (dam heightening, spillway augmentation, outlet works upgrading, foundation treatment, instrumentation enhancement, watershed restoration, reservoir dredging, drawdown flushing, etc.) and non-structural measures (operational rule modifications, flood forecasting, emergency planning) for approximately 48 weeks which is expected to start in May 2026.
The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest. The Caribbean Community Climate Change Centre now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage . The shortlisting criteria are: No.
Criteria Maximum Score 1 Technical Competence of Consulting Firm 40 pts The consulting firm is expected to demonstrate expertise in the following areas: Minimum 10 years of proven expertise in developing Dam Safety Management Plans (DSMP) including Operation and Maintenance Plans, Emergency Preparedness Plans, Dam Instrumentation Plans, and Construction Supervision/Quality Assurance Plans in compliance with World Bank Good Practice Notes on Dam Safety, ICOLD guidelines, or equivalent international standards 20 At least 5 completed dam safety assessments and rehabilitation feasibility studies within the last 10 years (2015-2025), including comprehensive investigations, hydrological-hydraulic analyses, stability assessments, and development of remedial measures for aging or deficient dam infrastructure, with documented evidence of project outcomes and client satisfaction 10 At least 8 years of experience in hydrological and hydraulic studies for dam safety, including climate change risk assessment, flood frequency analysis, Probable Maximum Flood (PMF) determination, dam break modeling, downstream inundation mapping, and spillway adequacy evaluation using advanced software tools, as well as reservoir sedimentation management strategies and catchment erosion management strategies.
10 2 Staff Qualification and Experience 30 pts Evidence that skilled experts with advanced degrees and expertise in the following fields are available: P roject Design, Economics, Marine and Coastal Ecosystems, Environmental Sciences/Policy, Social Sciences, Gender, Sustainable Development, or other relevant fields.
Provide general information on the number and qualification (brief background/bio) of key expert staff attached to the firm or available for assignment). Key Experts will not be evaluated at the shortlisting stage.
30 3 Local and Regional Experience 20 pts At least 3 years of experience working in Small Island Developing States (SIDS), Caribbean countries, or similar water-scarce environments facing challenges such as climate vulnerability (hurricanes, droughts, sea-level rise, saltwater intrusion), aging infrastructure, limited financial and technical resources, and institutional capacity constraints, with demonstrated understanding of unique operational contexts.
20 4 Commitment/Ability to Mobilise Within a Short Timeframe 10 pts The consulting firm/team will be required to commence activities within one month of contract signature.
10 Total 100 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

All suitably qualified Consulting Firms are invited to submit an EOI accompanied by the following application documents: Letter of Motivation outlining motivation and how their experience, skills, qualifications, and professional networks fit with the required job description.
