No. AL-AKUM-330296-CS-INDV-1 ALBANIA Project: Albania National Water Supply and Sanitation Sector Modernization Program TF No.: B8448 Assignment Title: Local Data management and monitoring Consultant Reference No . : AL-AKUM-330296-CS-INDV-1 The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$75 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals. The loan proceeding will finance the Albania National Water Supply and Sanitation Sector Modernization Program which is structured in three results areas (RAs) which contribute to the NSS’s seven strategic objectives while focusing on (i) improved efficiency and quality of services (objective no. 3), (ii) improved financial sustainability and affordability (objective no. 4), and (iii) increased access to water supply (objective no. 2). The instrument will be Program for Results (PforR) which implies that the implementation of the Program will follow country implementation systems. This Request for Expressions of Interest refers to the need for a Data management and monitoring Consultant for the Program Coordinating Unit (PCU). The objective of this assignment is to support AKUK/PCU in the development of data infrastructure, procedures and policies for data management and monitoring, assisting PCU and other stakeholders in performing data-related tasks, monitoring project data and support network databases and systems, updating system hardware and software, troubleshooting for system errors, and assisting team members in supporting all data security and optimization. She/he will support PCU for an appropriate monitoring, tracking, and reporting systems that enhance monitoring of planned forecasts of WSS results and quality, generate quality evidence of project impact, encourage and ensure the use of data in decision-making processes, and keeping track of the project specific indicator (DLI). The detailed Terms of Reference (ToR) for the assignment can be found at the following website: https://akuk.gov.al/ The Consultant will work in the PCU/AKUK premises in Tirana on full-time basis. The activities described in these TORs shall complete within a period of 12 months following the signing of the consultancy contract (with a probation period of 3 months), with the option of renewal for the IPF implementation period, based on satisfactory performance. The consultant should have:

  • University and /or master degree in Business Administration / Economics / or related field;
  • At least 10 years of overall professional experience;
  • At least 5 years of experience in data management, data analysis, or other data administration functions including data collection reconciliation, analysis and distribution;
  • Previous experience in the Water sector will be considered an advantage;
  • Strong ability to analyze, interpret, structure, and organize large volumes of financial and operational data to support decision-making and performance monitoring;
  • Proven and advanced knowledge of computer use, office, and web-based applications for data analysis, reporting, and management purposes;
  • Proven knowledge of English language.
  • Excellent communication and interpersonal skills, demonstrated through coordination with public institutions, and multidisciplinary teams.

Applicants that fulfill the qualification requirements will be further evaluated based on the below criteria:

  • General Qualification – 30 points
  • Adequacy for the assignment – 60 points
  • Language – 10 points

The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, based on the method of Open Competitive Selection of Individual Consultants (IC), Time- Based Contract .
