(as per Procurement Plan): MZ-REPAIR-520227-CS-INDV African Risk Capacity (ARC) Ltd has received financing from the World Bank toward the cost of implementing the Regional Emergency Preparedness & Access to Inclusive Recovery (REPAIR) Programme and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: Deputy Program Manager to participate and assist in the rollout of a large-scale program that aims to bolster emergency preparedness and facilitate inclusive recovery. The initial activities of the Program have begun in the Phase 1 member states: Madagascar, Mozambique, Comoros, and will start soon in Phase 2 countries.
The Deputy Program Manager will assist the Senior Program Manager in leading and steering this pivotal initiative to completion.
Leveraging his or her proficiency in project management, operational process and controls design, auditing, and good knowledge of climate risk finance and disaster recovery, the Deputy Program Manager will address the intricacies and opportunities that this initiative presents, ensuring its successful realisation.
Specific duties and responsibilities: The Deputy Program Manager will support the Senior Program Manager in executing the following tasks and key responsibilities: Coordinate with various internal departments, in-country leads, financial experts, and other stakeholders to ensure smooth project progression.
Develop, oversee, and adjust the detailed project plan for the programme’s implementation, ensuring milestones are achieved. Act as the primary liaison between ARC Ltd, the programme’s stakeholders, and external partners. Manage the programme budget, ensuring efficient resource utilization, and monitor project expenditures and align them with approved budgets.
Foster relationships with internal teams, governments, financial institutions, and other key stakeholders and keep stakeholders informed on project progress, challenges, and changes. Proactively identify potential project risks and create mitigation strategies, and ensure the alignment of activities with ARC's risk policies and procedures.
Oversee fiduciary compliance of the programme, particularly with respect to E&S, and ensure timely and accurate project reporting both internally and to external stakeholders. Analyse project outcomes and implement best practices and stay abreast of global trends in climate risk finance and disaster recovery to ensure the programme remains at the forefront of the sector.
