Angola Ministry of Energy and Water Seeks Design and Construction for Water Security Project

REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER FINANCIAL AND CONTRACT MANAGEMENT UNIT CLIMATE RESILIENCE AND WATER SECURITY IN ANGOLA (RECLIMA) Loan N.º IBRD-9380-AO PROJECT IDENTIFICATION P177004 Request for Proposals Design and Construction of the Expansion of Bulk Water Supply System - Conveyance and Storage and the Expansion and Densification of the Distribution Network and Household Connections in the City of M’Banza-Congo (2 lots) RFP N.º 21BW1/MBANZA-CONGO/UCP/R/25 The Government of the Republic of Angola (GoA) has received financing from the World Bank and French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA, and intends to apply part of the proceeds toward payments under the contract for Design and Construction of the Expansion of Bulk Water Supply System - Conveyance and Storage and the Expansion and Densification of the Distribution Network and Household Connections in the City of M’Banza-Congo (2 lots) The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites sealed Proposals from eligible Proposers for Design and Construction of the Expansion of the M’Banza Congo’s Bulk Water Supply System – Conveyance and Storage (Lot 1) & Expansion and Densification of the Water Distribution Network and Household Connections in tne city of M’Banza-Congo (Lot 2).

The assignment for Lot 1 includes the improvement of the existing raw water intake, as well as the construction of new distribution centres and conveyance pipelines for reservoir adduction.

Lot 2 comprises the implementation of approximately 150 kilometres of water distribution network, including the installation of 15,000 new household connections mainly serving peri-urban areas, and the densification of the existing primary and secondary distribution networks with an additional 10,000 household connections The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh September 2025 (“Procurement Regulations”), and is open to all eligible Proposers.

Interested eligible Proposers may obtain further information from the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) and inspect the RFP Document during office hours from 09:00 to 17:00 hours at the address given below.

A complete set of the RFP Document comprising four (4) volumes: Volume 1 - Request for Proposal Procedures & Conditions of Contract and Contract Forms; Volume 2 - Employer’s Requirements (Lot 1); Volume 3 - Employer’s Requirements (Lot 2) and Volume 4 – Specifications in English may be obtained free of charge by interested eligible Bidders upon submission of a written application to the address below..

The Bidding Document will be sent b y email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder. A Pre-Proposal Site Visit is scheduled for 22 January 2026 , beginning at 09:00 a.m.

The meeting point is: Empresa Provincial de Água e Saneamento de M’Banza Congo. A Pre-Proposal Meeting will be held on the same day as the Pre-Proposal Site Visit at 12:00 a.m. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Finnacial Part, as detailed in the RFP Document.

The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 10:00 a.m. Angola local time on February 24, 2026 . Electronic Procurement will not be permitted. Late Proposals will be rejected.

The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on 10:00 am Angola local time on February 24, 2026 .

The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals. All Proposals must be accompanied by a Proposal-Securing Declaration.
