- The Kingdom of Cambodia has received a credit from the International Development Association toward the cost of Road Asset Management Project II Additional Financing (RAMP-IIAF) and it intends to apply part of the proceeds of this credit to payments under the Contract for KH-MPWT-16-GO-RFB-RB-AF/ Design and Installation of a Speed Control System for National Road 4.
- The Road Asset Management Project II Additional Financing of Ministry of Public Works and Transport now invites sealed bids from eligible and qualified bidders for Design and Installation of a Speed Control System for National Road 4.
- The Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of The World Bank.
- This invitation is opened to all bidders from eligible source countries as described in the Bidding Document.
- Interested eligible bidders may obtain further information from and inspect the Bidding Document at the address given below from 7:30 to 12:00 and from 14:00 to 17:30, Monday to Friday except public holiday.
- Qualification requirements include in specified in ITB Clause 14.2 of the bidding documents “Establishing the Eligibility and Qualifications of the Bidder”, and in the Bid Data Sheet.
- The Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years. The combined total amount should be not less than $200,000.
- The Bidder has completed contracts in the total cumulative amount equal to at least $400,000 in the preceding two years.
- The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
- The bidder has availability of liquid assets through either:(a) access to a line of credit or cash in bank account of an amount at least $100,000, net of other contractual commitments; or (b). credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

- Bids must be delivered to the address given below at or before 15:00 local time on 5th January 2026 late bids will be rejected. Bids will be opened on 5th January 2026 at 15:00 Local time in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend shall be allowed to be present in person at the address given below at RAMP-IIAF’s Conference Room, 2nd Building (Ground Floor).
- All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.
- The Royal Government of Cambodia and/or World Bank will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the Royal Government of Cambodia and/or World Bank respectively, if it at any time determines that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
