The Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL), and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Georgia Land Information System (LIS). 2.
The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites sealed Proposals from eligible Proposers for the design, development, installation, configuration, and commissioning of the Land Management Agency’s Land Information System (LMA-LIS).
The proposed LIS will support MEPA and LMA in managing, integrating, and disseminating geospatial and alphanumeric information related to land, forests, agriculture, and environmental assets. The system will provide interoperable data services aligned with national spatial data infrastructure (NSDI) standards and will enable integration with partner agencies including NAPR, NFA, APA, and SRCA.
The installation, configuration, and full operational acceptance of the system shall be completed within eight (8) months from the Effective Date of Contract, followed by a twelve (12) month warranty and a twenty (20) month post-warranty service period.
The Project implementation will take place in Tbilisi, Georgia, primarily at MEPA’s and LMA’s central offices, with remote access and integration points across participating agencies. 3.
The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2025, (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 75 % and for Bid cost: 25%. 5.

The request for proposals document in English may be requested by interested eligible Proposers upon the submission of a written application to the email address below. The document will be sent by in an electronic format, free of charge. The document will be sent by e-mail. No liability will be accepted for delivery failure. 7. Proposals must be delivered to the address below on or before February 02, 2026, 12 hrs.

The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on February 02, 2026, 12 hrs. local time .
The Proposers may attend the opening online as specified in ITP 26.1. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 8. All Proposals must be accompanied by a Proposal-Securing Declaration. 9.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 10.
