- The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds towards payments under the contract for Design, Supply and Installation and Commission of Management Information System (MIS) for Food System and Resilience Program (FSRP).
- The Ministry of Agriculture Irrigation and Water Development – Food Systems Resilience Program (FSRP) now invites sealed Bids from eligible Bidders for Design, Supply Installation and Commissioning of Management Information System (MIS) for Food System and Resilience Program (FSRP), within 40 weeks from contract commencement date, at FSRP/AGCOM 2 PIU Offices, Lilongwe, Malawi.
- The procurement process will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2024 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80 % and for Bid cost: 20 %.
- Interested eligible Bidders may obtain further information from Food Systems Resilience Program (FSRP)/AGCOM 2 offices and inspect the request for proposals document during office hours during office hours i.e., 09.00 hours to 17.00 hours, at the address No 1 given below.
- The request for proposals document in English language may be purchased by interested Proposers upon payment of a nonrefundable fee of MWK20,000.00 (Twenty Thousand Kwacha) to the address No 1 below and upon payment of a nonrefundable fee of MWK20,000.00 (Twenty Thousand Kwacha). The method of payment will be on cash basis. The document will be collected in an electronic format.
- Proposals must be delivered to the address No 2 below on or before 2.00 pm on 13th February, 2026 . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked.
- All Proposals must be accompanied by a “Proposal-Securing Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
