TF0C1892 Assignment Title: Consultancy services for Digital Transformation Roadmap for Aqaba Water Company Reference No .: JO-AWC-108-CS-QCBS The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD), and the Global Concessional Financing Facility (GCFF) in the amount of US$300,000,000 to be managed by the World Bank, toward the cost of the Jordan Water Sector Efficiency Project.

It intends to apply part of the proceeds to payments for consulting services to be procured under this project. Aqaba Water Company (AWC) is a Jordanian company responsible for managing water and sanitation resources in the Aqaba Governorate. It was established in 2004 as a commercial water services company, succeeding the Water Authority of Jordan (WAJ) in the region.

The company's mission is to improve health and environmental standards, enhance the investment environment, and meet the increasing water demand in the area. Core Activities include i. Supplying potable water to residents and businesses, ii. constructing and extending water networks, transfer lines, and household connections, iii. Drilling and maintaining water wells, and purchasing water from private sources, iv.

Managing water treatment and purification processes, v. Providing wastewater collection and treatment, including the modernization of treatment plants for agricultural reuse, and vi. Implementing projects to reduce water loss and improve service efficiency.

Initially responsible for the Aqaba Governorate, Aqaba Water Company (AWC) expanded its management and operation of water and wastewater services to the southern governorates of Ma'an, Karak, and Tafileh starting in 2022.

Geographic Scope and Expansion: initially responsible for the Aqaba Governorate, AWC expanded its management and operation of water and wastewater services to the southern governorates of Ma'an, Karak, and Tafileh starting in 2022[1]. AWC has started a digital transformation journey, implementing a wide range of IT solutions across its operations.

Main components and applications (both IT and OT) include: i.Smart operations with SCADA, GIS, pressure management system, WaterGems (hydraulic modeling), ii. Smart metering (40000 meters communicating in LoRA), iii. a data management platform is under deployment for energy management. Key functionalities are orchestrated around Microsoft Dynamics 365 solution.

Moreover, there is a pipeline of additional projects under preparation in the context of the development of a comprehensive digital transformation roadmap. (LIMS, CMMS, etc.). AWC is engaged in a digital transformation process to modernize its business management through the intensive use of new information and communication technologies (ICT).

In this way, the entity aims to drive the complete digitization of its business model to move towards more effective, efficient and sustainable management of the entire water cycle. Digital leadership of AWC water service is ensured by the Information and Technology Director. Operational managers are central players in the digital transformation process, assisted by the company's technology department.

The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. Aqaba Water Company now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultant Brochures may also be included in the EOI. The shortlisting criteria are: Description of similar assignments, and in similar conditions. The firm’s core business and general experience years in business, and overall competence in relevance to this assignment. The firm financial capability. It is preferable to limit the EoI to a maximum of 50 pages.

Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain 6 to 8 firms. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020), which sets forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Applicant’s attention is drawn to the following: National consulting IT firms satisfying the requirements as defined in this request for Expression of Interest and the attached ToR. International consulting firms satisfying the requirements as defined in this request for Expression of Interest and the attached ToR.

If awarded, the international consultant shall register with the relevant authorities, such as (Jordanian Engineers Association, the Ministry of Industry and Trade, …etc.; A Joint Venture of national and international consulting firms or an international consulting firm with a local Sub-Consultant, all satisfying the requirements under points a and b.

The national consulting firm, regardless of whether JV member or Sub-Consultant, shall also meet of the requirements mentioned under a) as applicable.

Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the (QCBS) described in the “World Bank Procurement Regulations for IPF Borrowers”, dated November 2020, and to be specifically set out in the Request for Proposals.
