P180350 Consulting Services – Individual Consultant Republic of North Macedonia has received loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract no.: MK/SSIP II # 1.2.18 for engaging Consultant for Development of Quality Standards – Home Care and Daycare Centers for Older Persons and People with Disabilities.
The objective of this assignment is to support the Ministry of Social Policy, Demographics and Youth (MSPDY) in developing standards for the quality of home care and day care services (for older persons and for adults and children with disabilities) in North Macedonia, to enhance and ensure the quality of services.

Full description
Interested consultants must provide information indicating that they are qualified to perform the services (Curriculum vitae on English language, references, etc.). The qualification criteria are: Bachelor’s degree in Social Policy, Social Work, Sociology, Public Administration, Public Policy, Law, Economy or a related discipline. Master’s degree of PhD shall be considered an advantage.
At least 10 years of professional experience in the field of social protection or social or inclusive public policies. Experience in social service quality standards development shall be considered an advantage; Conducting policy analysis, strategic planning and developing evidence- based policy recommendations. Proven expertise in quality assurance frameworks, social service standards, or EU-aligned reforms.
Experience in developing quality standards in social or health care services, particularly for vulnerable groups, such as older persons or persons with disabilities. Demonstrated experience in working with public institutions or donor-funded projects, preferably in the Balkan region or in countries with similar socio-economic and demographic contexts. Experience in North Macedonia is an asset.
Familiarity with European Union policies and frameworks on social services, quality assurance, and rights-based approaches to care. Excellent communication and writing skills in English. Knowledge of local languages is an asset.
Selection method and contract: The selection method is "Individual Consultant Selection", and the contract shall be Lump Sum according to the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers – Procurement in IPF of Goods, Works, Non-Consulting and Consulting Services, Fifth Edition of September 2023 (www.worldbank.org).
