The Federal Republic of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP) and intends to apply part of the proceeds for consulting services. The consulting services (“Services”) is required to be undertaken as an external consultant firm supporting to the Ministry of Communications and Technology (MOCT) in the Federal Government of Somalia to carry out the implementation of Consulting Service for Development of Regulatory Frameworks for Infrastructure Sharing, Digital Rights of Way, Interconnection Pricing (Including Reference Interconnection Offer), and National Roaming in Somalia. The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR) for the assignment. The consultant service is expected to be conducted and reports delivered within six (6) months from commencement. Request for expressions of interest (REOI) can be found at the following website: https://moct.gov.so/en/jobs/ or it can be provided upon submission of application in person or by e-mail. The e-mail address is provided below. The Ministry of Communications and Technology, FGS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least five (5) years of proven experience providing professional consultancy services in telecommunications regulation, legal and policy framework development, and institutional strengthening.
- i) demonstrate successful completion of at least one (1) similar assignment involving the assessment, development, and/or implementation of telecommunications regulatory frameworks, including but not limited to: Infrastructure sharing and wholesale access; Digital or telecommunications rights of way; Interconnection pricing and reference interconnection offers (RIO); National roaming, competition regulation, numbering, or related regulatory domains. ii) demonstrated experience working with telecommunications regulatory authorities or relevant government institutions, including a clear understanding of: Regulatory processes and legal mandates; Stakeholder consultation and validation procedures; Enforcement, compliance monitoring, and dispute resolution mechanisms. iii) demonstrate strong technical, economic, and legal expertise relevant to the development of operational and enforceable regulatory instruments, including Cost-oriented pricing and simplified costing methodologies; Drafting of regulations, guidelines, and model agreements; Development of implementation toolkits, templates, and regulatory roadmaps.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization. ( Do not provide CVs of staff ). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint venture and/ or a Sub consultancy . In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
