( as per Procurement Plan ): MH-PFM PMO-534269-CS-CQS The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (PFM II) Project and intends to apply part of the proceeds for consulting services. The Ministry of Finance, Banking & Postal Services (MOFBPS), in collaboration with the Economic Policy, Planning and Statistics Office (EPPSO), intends to engage a qualified consulting firm to design and implement a Diaspora Survey targeting Marshallese residing in certain communities in Hawaii and mainland United States, as part of Component 3: Improving PFM Capacity, Transparency and Citizen Engagement. Under Sub-component 3.3, the assignment seeks to generate an evidence base to inform MOFBPS workforce planning, recruitment and retention strategies, gender-responsive human resource policies, PFM certification pathways, and broader public sector talent pipeline initiatives. Under the general guidance of the Project Manager, the Consulting firm will work closely with EPPSO, and the MOFBPS, including, but not limited to: the Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, MOFBPS HR Director, CIU, and other line ministries and international development partners as needed to strengthen the Ministry’s workforce planning, recruitment and retention strategies. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This information shall include:

  • Cover Letter
  • Company profile;
  • Description of similar assignments undertaken (particularly diaspora, labor force, or demographic surveys);
  • Experience conducting overseas fieldwork and cross-cultural research;
  • Experience working with government institutions and/or development partners;
  • Technical and managerial capability of the firm;
  • Availability of appropriate experts with relevant qualifications.

Evaluation Criteria Submissions of all applicants will be evaluated as follows: all submissions will be evaluated against the assignment’s mandatory requirements. The proposals that meet the minimum requirements will then be scored according to the set scoring criteria. The three firms with the highest scores will be invited to an interview. The firm then identified by the interview panel as the most suitable will be invited to negotiate the contract. Mandatory

  • At least 10 years of experience designing and implementing large-scale surveys, preferably diaspora, labor force, or demographic surveys.
  • Demonstrated experience with overseas fieldwork and cross-cultural research.
  • Strong skills in survey design, sampling, quantitative analysis, and statistical software (Stata, SPSS, etc.).
  • Experience working with government institutions or development partners.
  • Excellent written and oral communication skills in English.
  • Demonstrated ability to engage and build trust with community groups.

Key experts shall possess the following qualifications:

  • Postgraduate degree in statistics, economics, sociology, demography, public policy, or a related field.

Desirable

  • Experience conducting surveys in the Pacific region or with Pacific Island diaspora communities in the United States
  • Knowledge of Marshallese cultural norms.
  • Familiarity with World Bank guidelines and reporting requirements.
  • Experience developing policy-relevant analytical reports.
