REQUEST FOR EXPRESSION OF INTEREST FOR INDIVIDUAL CONSULTANT FOR THE CONSULTANCY SERVICE IN DISATER RISK MANANGEMENT (DRM) FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA ETHIOPIAN DISASTER RISK MANAGEMENT COMMISSION (EDRMC) TO SUPPORT IMPLEMENTATION AND COORDINATION OF ETHIOPIA FLOOD MANAGEMENT PROJECT (EFMP) Position: Disaster Risk Management (DRM) Consultant for EFMP under EDRMC Project ID: P176327 Name of Project: Ethiopia Flood Management Project Reports to: EDRMC PCU Procurement Reference: ET-EDRMC-519603-CS-INDV Required Number: 1 (One) Contract Period: One year, renewable upon satisfactory performance Background of the P osition for (DRM) The Senior DRM Technical Specialist will work on technical, analytical, and advisory inputs on issues of risk assessment, risk reduction, disaster preparedness, disaster management etc.; and will share national/ international good practices in DRM for adoption.
He/she will lead overall DRM coordination and mainstream and the implementation of Component 1 “ Strengthening Institutional and Coordination Capacity for DRM ” and Sub-Component 2.3 “ Community-Level Flood Preparedness and Awareness raising” as well as EDRMC will have a supporting role in Sub-component 2.2 “ Hydromet Services and Impact-based Flood Early Warning Systems”.
The Senior DRM Technical Specialist will be responsible for planning, implementation, monitoring and evaluation and reporting to the PCU. He/she will report to the PCU Coordinator and will work in collaboration with other members of the PCU, DRR and Early Warning directorate of EDRMC.
Purpose of the Consultancy The consultant’s activities will directly contribute to the Project Development Objective (PDO) by strengthening institutional capacity for flood risk management and improving community preparedness. The assignment will support achievement of PDO indicators (e.g., people protected by improved flood risk management interventions) and relevant intermediate results indicators.
Qualifications and Experience University BA and MA degree with professional combined experience after graduation in the following fields of study: - Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management, or related fields.
Minimum 06 years’ experience on projects financed by multilateral development banks (e.g., World Bank, AfDB), UN agencies, or international NGOs. Direct experience with World Bank–financed operations (procurement, ESF, results reporting) is a strong advantage.” Experience in providing DRM technical expertise at the national level within World Bank-supported projects.
Some of Major Duties and Responsibilities Provide technical guidance and oversight for DRM-related components of the FMP government institutions and other staff stakeholders Support annual planning, and strategic development processes to ensure the integration of results to build a quality driven focus on DRM, including the development of quality outputs, measures of success and quality indicators.
Review of technical documents, study reports, assessments and provide inputs to ensure quality of these documents.
Design and help deliver targeted capacity-building activities (workshops, on-the-job training) for EDRMC staff implementing DRM-related activities under the FMP Create and coordinate partnerships among the various platform entities, implementing partners, other actors for a timely, resource-bound, and effective implementation of the FMP DRM-related project activities for which the EDRMC is the implementing or supporting entity.
Monitor and support the functionality and utilization of Emergency Preparedness and Response Goods. Integrate gender, disability inclusion, and vulnerable groups’ considerations into technical advice, training content, and community-facing materials; track sex-disaggregated participation and report inclusion outcomes Liaise with existing DRM Projects and create synergy with the FMP.
Perform other duties as required and directed by the immediate supervisor. Details of Professional Individual Consultant Requirements Terms & Conditions Contract: One year contract, with a possible extension upon satisfactory performance.
