REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) READVERTISED Country: Republic of South Sudan Project: South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Grant No.: E166-SS Assignment Title: Planning and Design Engineer to support Ministry of Energy and Dam Reference No.: SS-MOED-526190-CS-INDV The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC).
The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of Planning and Design Engineer (Individual Consultant) assignment for a period of Twenty-four (24) months.
The Planning and Design Engineer will support the management of technical aspects across Components 1, 2, and 3.

MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand. 5.
The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment. 6.
The individual consultant will be selected in accordance with the Open International Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria: i) Bachelor’s degree in Electrical Engineering or Power Systems Engineering. A Master’s degree in Electrical Power Systems is preferred.
ii) Minimum of 7–10 years of experience in power systems engineering, with demonstrated expertise in overseeing contractor and consultancy services for large-scale infrastructure projects. iii) Prior experience with World Bank or donor-funded projects is highly desirable iv) Comprehensive knowledge of power systems engineering, distribution network design, and project management.
v) Proficiency in project management and design software (e.g., AutoCAD, ETAP) and GIS tools vi) Demonstrated experience in developing distribution network designs is MANDATORY 7.
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
