SI-06(A) The People’s Republic of Bangladesh has received financing from the World Bank toward the cost for the Building Community Resilience & Self-Reliance (BCRSR) Project, and intends to apply part of the proceeds to cover eligible payments under the contracts for providing consulting services by hiring a Procurement Specialist for the project as an individual national consultant.
The consulting services (“the Services”) includes but not limited to: perform the services with the highest standards of professional and ethical competence and integrity; support contracting firms (for EGPP+ support) and WFP (for DRP intervention); advice on procurement policies and procedures ensure consistency with World Bank’s Guidelines; prepare & update Procurement Plans and schedules.

Details are provided in the Terms of References (TORs) of the assignments. The services will be implemented within a period of 12.90 (Twelve Point Nine) months and may be expected from January 2026 as start date of the assignment or any other period if subsequently agreed by the parties at the office of the undersigned.
The Building Community Resilience & Self-Reliance (BCRSR) Project on behalf of DDM now invites eligible individual national consultants (“Consultants”) to indicate their interest in providing the Services. Interested “Consultants” should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The qualifications and experiences required for the assignments are: A graduate degree in engineering , public administration , business administration , or a related discipline. A master’s degree in business administration, commerce, finance, law, or procurement is highly desirable.
Additional professional qualifications such as MCIPS, a master’s in procurement, or any specialized degree in procurement or supply chain management will be considered an added advantage. At least 10 years of work experience as a Procurement Consultant or in a procurement role within public organizations, government/semi-government institutions, international donor-funded projects, or development projects.
Alternatively, the candidate must have had responsibilities with significant procurement components, such as preparing bidding documents and requests for proposals, utilizing internationally accepted contract documents, and resolving procurement issues. Extensive knowledge of the Public Procurement Act, 2006 and the Public Procurement Rules, 2025.
Specialized knowledge and experience in key procurement areas, including procurement of goods, selection and contracting of consultant services, and electronic government procurement (e-GP).
Proven experience of at least 10 years in government procurement or roles with substantial procurement responsibilities, such as: Preparing and using internationally accepted contract documents for goods, works, and consulting services.
Demonstrating an ability to identify and resolve procurement issues effectively Demonstrated experience in handling procurement transactions following development partner procurement guidelines/regulations (such as the World Bank Procurement Regulations), including recent updates in procurement policies and their application to projects.
Knowledge and practical experience with the e-GP system of Bangladesh, including: Preparing e-tender documents. Managing procurement processes through the e-GP portal.
Reviewing tender documents and evaluation reports The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
