Scope overview

In accordance with Section 4-04 of the Procurement Policy Board Rules, the Department of Youth and Community Development (DYCD) intends to renew the Early Adolescent Skills for Emotions (EASE) s ervices. The EASE program is a psychological intervention designed by the World Health Organization (WHO) to support young adolescents experiencing symptoms of depression, anxiety, and stress, as well as their caregivers.

EASE enables a task-sharing model of mental health support, which engages people without a formal background in mental health to develop the necessary skills to support members of their own community experiencing emotional distress. CBO staff often share cultural and personal experiences similar to those of the participants being served, so they can be seen as trusted helpers.

EASE provides upskilling opportunities for these staff, thereby strengthening and diversifying the mental health workforce to better serve a highly vulnerable population: our city s youth The term will be from July 1, 2025 to December 31, 2025. The contractor s name, PIN number, contract amount and address are as follows.
