(as per Procurement Plan): GY-MOE-532064-CS-QCBS The Government of Guyana has received financing from the World Bank toward the cost of the Guyana Strengthening Human Capital Through Education Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) overall objective is to develop a robust, practical, and multi-stakeholder SOP and associated tools for the identification, support, mitigation, and reintegration of students at risk of dropping out, or who are already out of the secondary school system in Guyana.

The detailed Terms of Reference (TOR) for the assignment may be obtained by interested consulting firms on the submission of an application via email to hcp.procurement@moe.gov.gy. Consulting firms are required to indicate business name, an e-mail address, and contact person in their letter, where the TOR package can be sent to the firms.

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are a) Experience in conducting similar types of assignment/ study which includes experience in developing SOPs, frameworks, national policies, or student support systems, b) minimum of seven (7) years of proven professional experience in at least two of the following areas: (Education policy or systems strengthening, Student welfare, guidance and counselling, Social protection or child protection systems & Juvenile justice, youth development, or school retention programmes) , c) Proven experience local capacity & knowledge requirement, d) number of years in business and e) technical and managerial capability of the firm.

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations. Proposals must be delivered to the address below on or before 09:00hrs on Thursday March 05, 2026 . Electronic bidding will not be permitted. Late proposals will be rejected.

Proposals will be publicly opened in the presence of the consultants, representatives and anyone who chooses to attend at the address below before 09:00hrs on Thursday March 05, 2026 . One (1) hard copy and two (2) pdf copy (Flash drive) of the Expression of Interest (EOI) must be included in a sealed envelope and submitted to address below.

The sealed envelope shall be clearly marked “Expression of Interest – Development of a National Standard Operating Procedure (Sop), Early Warning System (Ews), and Reintegration Framework for Secondary School Dropout Prevention in Guyana.
