Scope overview
PROPOSALS for both the WAN and Internet are due on Thursday, March 19, 2026 by 12:00 noon CST. Please refer to the Narrative for the requirements regarding this service request. The Eastern Illinois Area of Special Education seeks proposals for new Fiber Optic WAN service at speeds of 100-Mbps, 200-Mbps or 400-Mbps to connect six of its school sites together.
The Eastern Illinois Area of Special Education presently has a 100-Megabits per second Fiber Optic Wide Area Network which is a hub and spoke Fiber network with services terminated at the headend, District Office. Please provide pricing tables for 3- and 5-year contracts.
The district is also seeking proposals for a new or renewed managed fiber optic Internet connection at a speed option of 500-Mbps to be terminated in the MDF/service room at to terminate at the head end, EIASE District Office, 5837 Park Dr., Charleston, IL 61920. Please provide pricing tables for a 1-, 2-, and 3-year contract.

DISQUALIFICATION FACTOR: Responses not received by the due date cited in the RFP and/or Form 470 may be disqualified. DISQUALIFICATION FACTOR: Responses that do not address the requirements in the RFP and/or Form 470 will be disqualified. DISQUALIFICATION FACTOR: SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration.
DISQUALIFICATION FACTOR: Responses that do not provide the Lowest Corresponding Price will be disqualified. Service providers submitting proposals in response to this FCC Form 470 must be in compliance with rules and orders governed by the Federal Communications Commission. The vendor must agree to comply with rules and regulations of USAC.
Vendors must be familiar with billing methods and timelines associated with USAC. Vendor must be in good standing with the USAC and not redlighted. The vendor must include their SPIN number on the bid/proposal. Service providers responding to this Form 470 should clearly identify E-rate Eligible and Ineligible equipment and pricing.
Any ineligible products, services or components bundled with eligible products or services must be listed separately from the eligible products or services. Prices for these ineligible products or services must be allocated out of the price for the eligible services; failure to do so can lead to rejection of the bid.
Allocations must comply with USAC rules which specify that the allocation methodology must be based on tangible criteria and reach a realistic result. It is the Service Providers responsibility to access the Portal (EPC) to determine if there are any addenda or changes for this request. Agency: Eastern Il Area Of Spec Ed Status: Certified
