REQUEST FOR EXPRESSIONS OF INTEREST (REOI) SELECTION OF AN INDIVIDUAL CONSULTANT (ADVERTISEMENT) REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Pakistan Project Preparation for Boosting Energy Security through Transmission in Pakistan (BEST-PAK) Program Grant No.: TF-C9120 Assignment Title: Hiring of Economist (Individual) Reference No .: PK-NGC-526886-CS-INDV The National Grid Company of Pakistan (NGC) has received financing from the World Bank toward the cost of the World Bank’s Grant Facility for Project Preparation (GFPP) Trust Fund for the Boosting Energy Security through Transmission in Pakistan (BEST-PAK) Program and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include undertaking a comprehensive techno-economic and financial appraisal of proposed reactive-power-compensation investment projects and support economic and financial justification, in close coordination with the World Bank , NGC , and the other individual consultants engaged under the GFPP grant.
The expert will work intermittently for the period of 08 months on a lumpsum (deliverable-based) contract as per engagement pattern given the TORs. The expected commencement date for the services is February 2026.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are mentioned in the TORs.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. Further information can be obtained at the address below during office hours i.e., 0830 to 1630 hours Pakistan Standard time.
Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 12.01.2026.
